DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to allocate and appropriate additional American Rescue Plan Act (ARPA)
funding in the amount of up to $2,307,939.00 for anticipated increased construction costs for pedestrian safety, intersection improvements and
traffic signals at multiple locations in the City. On May 21, 2024, M&C 24-0459, City Council approved reductions in existing ARPA allocations.
The scope of the American Rescue Plan Act Pedestrian Safety Improvement project (City Project No. 104299) includes the design and
construction of intersection and pedestrian improvements along Long Avenue, from Azle Avenue to Angle Avenue, as originally recommended in
the City of Fort Worth High Injury Network Corridor Evaluation Report prepared by Kimley-Hom in March of 2022. Those improvements include
new traffic and pedestrian signals, accessible curb ramps, median modifications, left turn lanes and some new pavement markings.

These projects are included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25765-08-
2022) provided liquidity to support the appropriation. Available resources will be used to actually make any interim progress payments until the
debt is issued. Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the
statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-
2022).
Funding for these projects was not included in the Fiscal Years 2024-2028 Capital Improvement Program (CIP) because the additional scope and

Improvement Program as approved in connection with Ordinance 26453-09-2023.
