HISTORICAL
In March of 1987 the health department staff initiated an evaluation of
long—term facility needs. That process identified several factors which
would impact the need for a public health administration and clinical
building which would be expected to serve the community over the next
twenty to thirty years. The factors are as follows:
(a) Responsiveness to an expanding service demand. The current
facility was constructed over thirty years ago and is no longer
adequate to meet demand.
(b) Better accessibility of services to client population.
(c) Proximity of central clinics (STD, HIV/AIDS, TB) to the John
Peter Smith Hospital (JPSH) out—patient and hospital facilities
which serve much of the same patient population.
(d) Coordination of health service planning with the Tarrant County
Hospital District.
(e) Economics of client travel time and expense to and between
agencies.
The report of these findings was submitted to the City Manager on March
24 , 1987 . Subsequent to this, exploration began with the hospital
district to locate a site for the health department adjacent to JPSH.
Some eighteen months later, on September 27, 1988, the Council approved
M&C L--9540 authorizing the City Manager to enter into an option
agreement with the Tarrant County Hospital District for the future
purchase of a site for the health department. The City paid $50,000 to
option the property which is valued at $684,000 ($8.00 per square foot) .
The full option must be exercised by October 3, 1990.
As part of the discussion regarding the construction of the health
facility, the need for a parking facility was identified. The hospital
district indicated they also had a need for additional parking spaces
and would be willing to lease spaces from the City. The projected
parking facility would be four levels, housing eight hundred (800)
vehicles.

CURRENT CONDITIONS
The hospital district recently opened a parking facility and now has
experienced a full year of operation with gross revenues of $500,000 and
operating expenses of $88 ,000 annually. The hospital district 's
administrator has indicated that the current facility is inadequate to
meet the demand and a second facility is needed by 12/90. He has asked
that we move the date of construction of our parking facility up such
that it would be ready for use by 12/90. If this is not possible, the
hospital district will move forward with the construction of a second
parking facility, adjacent to the City's optioned property. He requests
a response from Council by 09/30/89. The hospital district would lease
250 spaces from the City.
FISCAL CONSIDERATIONS
The proposed parking facility will have a total construction cost of
$3,159,475, of which $298 ,592 would be land acquisition and $234,000
would be planning, design and project supervision.
It is proposed that the facility be constructed using revenue bonds,
thereby avoiding a general fund debt increase. Projections indicate
that project income will be sufficient to cover principal and interest
payments. Projections are based on taxable, unrated bonds.
