BACKGROUND
On June 2 , 1987 (M&C C-10326) , the City Council authorized the
City Manager to enter into a contract with the City of Westover
Hills for the provision of full fire protection services . The
services provided by the Fire Department include:
1 . Fire suppression response;
2 . First responder emergency medical services;
3. inspection of all businesses , schools and churches ; and,
4 . Fire hydrant inspection, annual flow calculation and grease.
The initial term of the contract was for a 21 month period,
beginning January 1 , 1987 and ending September 30 , 1988. Based
on a hazard rating formula developed by the Fire Department (See
Attachment 1 ) , Westover Hill 's payment for the 21 month period
was $171 ,024 . The City Council also established a minimum annual
fee of $96,024 , that is the amount that was paid.
SERVICE DEMAND
During the 33 months the contract has been in existence, the
total fee paid by Westover Hills has been $267 ,038 , an average of
$8 ,092 per month. During that same time frame, a total of 33
calls were made:

PROPOSED 1989-90 CONTRACT
Based on the 1989-90 proposed budget for the Fire Department the
per capita cost of fire protection in Fort Worth is $95. 18 .
Applying this amount to the formula (See Attachment 2) results in
an annual cost to Westover Hills of $102 ,068, or an increase of
$6,054 over the current contract amount. The final calculations
cannot be made until the 1989-90 budget has been adopted.

Subject: RENEWAL OF FIRE PROTECTION AGREEMENT WITH WESTOVER HILLS
Several weeks ago during consideration of the fire service
contract with the City of Benbrook, the City Manager was asked to
review alternative formulas for provisions Of fire service during
the coming fiscal year, possibly using assessed valuation as a
factor. Since this contract will come up for renewal at the same
time that Benbrook's will , staff is recommending that the
original formula be used for the basis of calculation for 1989-90
and that any new formula approved by City Council be applied
during the 1990-91 fiscal year. If this recommendation is
acceptable, the final contract amount will be calculated after
the budget has been adopted and the City of Benbrook will be
notified of the charge .
Unless otherwise directed, and MitC will be prepared for City
Council consideration no later than the meeting on October 17 ,
1989.
