AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER AND SEWER CAPITAL PROJECTS FUND
IN THE AMOUNT OF $1,818,180.00, FROM AVAILABLE FUNDS, FOR THE
PURPOSE OF FUNDING THE 16 INCH TO 30 INCH CAST IRON WATER MAINS
REPLACEMENTS IN HOLLY - NORTH SIDE PUMP STATION PROJECT (CITY
PROJECT NO.105068); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water
and Sewer Capital Projects Fund in the amount of$1,818,180.00, from available funds, for the purpose of
funding the 16 inch to 30 inch Cast Iron Water Mains Replacements in Holly - North Side Pump Station
project (City Project No. 105068).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of an engineering agreement with Freese and Nichols, Inc., in the amount of $1,434,070.00, for the 16 inch to 30
inch Cast Iron Water Mains Replacements in Holly - North Side rump Station project; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund
in the amount of $1,818,180.00 from available funds, for the 16 inch to 30 inch Cast Iron Water Mains Replacements in Holly - North Side
Pump Station project (City Project No. 105068) to effect a portion of Water's contribution to Fiscal Years 2024-2028 Capital Improvement
Program.
DISCUSSION!
Replacement of existing cast iron water lines, installed before the general use of concrete cylinder pipe and ductile iron pipe, is a major goal of the
Fort Worth Water Department (FWWD) due to cast iron pipe's historical break record. The Water Department has routinely replaced cast iron
water distribution lines as part of water replacement/rehabilitation projects and in support of street bond (street rehabilitation) projects. However,
due to the significant impact of a large diameter main break on the water system, along with severe street damage and flooding resulting from
large cast iron (16-inch and larger) water main breaks, the department is placing a high priority on replacement of large diameter cast iron water
transmission mains.
This Mayor and Council Communication (M&C) is to authorize.the execution of an engineering agreement with Freese and Nichols, Inc., in the
amount of $1,434,070.00, for the Cast Iron Water Main Replacements in Holly — North Side Pump Station project for the preparation of plans and
specifications for water and sanitary sewer main replacements as indicated on the following streets in the Northside area of the City:

In addition to the contract amount, $384,110.00 (Water. $375,760.00; Sewer: $8,350.00) is required for project management, real property
acquisition, utility coordination, and material testing. This project will have no impact on the Water Department's operating budget when completed.
The sewer component of the project is part of the Water Department's Sanitary Sewer Overflow Initiative Program.
It is the practice of the Water Department to appropriate its CIP plan throughout the Fiscal Year, instead of within the annual budget ordinance, as
projects commence, additional funding needs are identified, and to comply with bond covenants. The actions in the M&C will appropriate funds in
support of the Waters portion of the City of Fort Worth's Fiscal Years 2024-2028 Capital, as follows:

Business Equity: Freese and Nichols, Inc., is in compliance with the City's Business Equity Ordinance by committing to 20 percent MWBE
participation on this project. The City's MWBE goal on this project is 8 percent.
The project is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION ! CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified All -Fund project within the W&S Capital Projects Fund, and
upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the W&S Capital
Projects Fund for the 16-36in Cl WM REPL HOLLY-NSPS project to support the above recommendations and execution of the engineering
agreement. Priorto any expenditure being incurred, the Water Department has the responsibility of verifying the availability of funds.
