AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER & SEWER REVENUE BONDS SERIES 2024
FUND, BY DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE COMMERCIAL PAPER PROJECT (CITY PROJECT NO. UCMLPR) IN THE
AMOUNT OF $850,500.00 AND INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SCADA REPLACEMENT PROJECT (CITY
PROJECT NO. 103086) BY THE SAME AMOUNT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2024-2025, as enacted by Ordinance 27107-09-
2024, as amended, is hereby further amended to make the following adjustments to estimated receipts and
appropriations in the Water & Sewer Revenue Bonds Series 2024 Fund, by decreasing estimated receipts and
appropriations in the Commercial Paper project (City Project No. UCMLPR) in the amount of $850,500.00
and increasing estimated receipts and appropriations in the SCADA Replacement project (City Project No.
103086) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council:
Authorize execution of a contract with Remont Engineering & Design Group, LLC in the amount not to exceed $8,233,836.00 for construction
of the Fort Worth Water SCADA Replacement project (City Project No. 103086);
Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water & Sewer Capital Projects Fund
in the amount of $8,595,336.00, from available PayGo Residuals in the Water and Sewer Capital Projects Fund, for the purpose of funding
the SCADA Replacement project (City Project No. 103086); and
Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Water & Sewer Revenue Bonds Series
2024 Fund by increasing estimated receipts and appropriations in the SCADA Replacement project (City Project No. 103086) in the amount
of $850,500.00 and decreasing estimated receipts and appropriations in the Commercial Paper project (City Project No. UCMLPR) by the
same amount to effect a portion of Water's Contribution to the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
In November of 2020, Mayor & Council Communication (M&C) 20-0833, the City Council authorized execution of an agreement with Arcadis US,
Inc. to prepare engineering, performance and contractual standards and specifications to be incorporated into a Request for Proposals for the
replacement of the existing Supervisory Control and Data Acquisition (SCADA) system for the Water Department.
The Water Department utilizes a SCADA system to monitor and control the water treatment and distribution facilities along with remotely located
sanitary sewer lift stations. The existing SCADA system, initially installed in 1987, utilizes proprietary components, that are no longer manufactured
and in need of replacement.
The construction project was advertised for bid on March 21 and March 28, 2024, in the Fort Worth Star -Telegram.
On June 13, 2024, seven proposals were received. Three proposals complied with the Diversity and Inclusion Department/Business Equity
Division published procedures and were allowed to be scored.
The evaluation panel consisted of individuals from across the Water Department and a Business Equity representative. A scoring matrix was
established detailing specific needs for this best value project. Total points available in the matrix were 100, with 50% based on price, 20% based
on schedule, and 30% based on technical qualifications. The firms' final scores are listed in the table below.

C= Key personnel which will be scored based on quality and completeness of the key personnel and key subcontractor' resumes presented.
D= Contract time and schedule level of details.
E=Total of base contact proposal items.
Based on the criteria above, Remont Engineering & Design Group, LLC was determined to offer the best value.
This M&C is also funding the Water Information Technology equipment purchases of servers, Fiber Chanel switches, storage, firewalls, work
stations and tablets, cyber security suite, licensing, SequelData Pro services, and other equipment to support the SCADA upgrade in the amount
of $1,212,000.00.
It is the practice of the Water Department to appropriate its CIP plan throughout the Fiscal Year (FY), instead of within the annual budget ordinance,
as projects commence, additional funding needs are identified, and to comply with bond covenants. The actions in the M&C will amend the City of
Fort Worth's Fiscal Year 2025-2029 Capital Improvement Program as follows:

Business Equity: The Business Equity Division placed a 5 percent business equity goal on this contract. Red Group Inc., submitted a Prime Waiver
Form, which is in accordance with the City's Business Equity Ordinance. Red Group, Inc., will be self -performing the entire scope of the contract.
This project is located in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION 1 CERTiECATION:
The Director of Finance certifies that funds are currently available in the Unspecified All -Fund project within W&S Capital Projects Fund and in the
Commercial Paper project with in the W&S Rev Bonds Series 2024 Fund and upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the W&S Capital Projects Fund and the W&S Rev Bonds Series 2024 Fund for the
SCADA REPLACEMENT PROJECT. Prior to any expenditure being incurred, the Water Department has the responsibility of verifying the
availability of funds.
