Subject: Employee� eal�th Insurance Attitude Survey
BACKGROUND
The Employee Insurance and Benefits Advisory Committee, appointed by City Manager Douglas
Harman has suggested that the City conduct a survey of City employees to determine the
level of satisfaction of City employees to the City's medical insurance program, and its delivery
system.
At the request of Assistant City Manager Ruth Ann McKinney and Personnel Director Charlie
Shapard, Texas Christian University Business School professors Dr. Lawrence Peters and
Dr. Charles R. Greer submitted a proposal to develop and conduct a survey of a sample of
City employees.
The proposed study will include the following phases:
1. Development of Survey Instrument
a. Identify major benefit and delivery system components and potential problem areas,
based on:
1. Available benefits survey information,
2. Interviews with the City's benefit administrator, and
opk 3. Discussions with a small number of focus groups comprised of representative
samples of key City employee constituencies.
b. Develop survey instrument.
c. Revise and print final version of the attitude survey instrument. (Printing of
questionnaire, mailing labels and envelopes will be done by the City.)
II. Survey Administration
a. The sampling plan will insure that representative samples of key City constituencies
are represented. The TCU consultants recommend a 20% random sample, with the
extra provision that a minimum of 30-40 employees be sampled in each key
constituency.
b. Attitude surveys will be distributed through regular City mail distribution channels.
Surveys will include postage-paid return envelopes addressed to the consultants'
university address.
M. Data Analysis
a. The City will be responsible for mrking the data available in machine readable form
by preparation of floppy disks according to the consultants format.
b. Analyses will be performed on the TCU mainframe computer, using standard statistical
procedures for attitude surveys.

c. Analyses will be aimed at describing the levels of satisfaction associated with various
benefit components and delivery system procedures. Separate analyses will be
performed for each key constituency and comparisons across constituencies will
be made. If comparable data can be located, comparisons of the present survey
findings to those in other cities will be made.
IV. Final Report
a. A final report summarizing the results of this survey will be prepared and submitted
no later than February 15, 1990. This presumes a survey administration during the
first week in December, 1989.
FINANCIAL CONSIDERATIONS
The consultants have agreed to conduct the research for $5000, which reflects the consultants'
time and specific costs associated with the study.
