AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS CAPITAL PROJECTS FEDERAL FUND,
IN THE AMOUNT OF $504,959.00, TRANSFERRED FROM THE GRANTS
OPERATING FEDERAL FUND, FOR THE PURPOSE OF FUNDING THE
TRINITY METRO BUS PAD PROJECT (CITY PROJECT NO. 105012);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Capital Projects Federal Fund in the amount of $504,959.00, transferred from the Grants Operating Federal
Fund, for the purpose of funding the Trinity Metro Bus Pad project (City Project No. 105012).
SECTION 2.
That should any portion, section or part of section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ordinances, and Amend the Fiscal Years 2025-2029 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Approve the allocation of up to $1,000,000.00 from the American Rescue Plan Act, Subtitle M (Coronavirus State and Local Fiscal Recovery
Funds) for the Grand Ave Sidewalk project (City Project No. 104220);
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Federal Fund in
the amount of $1,000,000.00, transferred from the Grants Operating Federal Fund for the purpose of funding the Grand Ave Sidewalk project
(City Project No. 104220);
3. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the 2018 Bond Program Fund in the amount
of $450,000.00 by increasing estimated receipts and appropriations in the Grand Ave Sidewalk project (City Project No. 104220) and
decreasing estimated receipts and appropriations in the Sidewalks Bicycle Lanes Programmable project (City Project No. PB0002) by the
same amount, for the purpose of converting to a static project;
4. Approve the allocation of up to $504,959.00 from the American Rescue Plan Act, Subtitle M (Coronavirus State and Local Fiscal Recovery
Funds) for the Trinity Metro Bus Pad project (City Project No. 105012);
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Federal Fund in
the amount of $504,959.00, transferred from the Grants Operating Federal Fund for the purpose of funding the Trinity Metro Bus Pad project
(City Project No. 105012);
6. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the General Capital Projects Fund in the
amount of $1,623,000.00 by increasing estimated receipts and appropriations in the Trinity Metro Bus Pad project (City Project No. 105012)
and decreasing estimated receipts and appropriations in the Sidewalk Improvements Programmable project (City Project No. P00127) by
the same amount, for the purpose of converting to a static project; and
7. Amend the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to allocate and appropriate additional American Rescue Plan Act (ARPA)
funding for two projects: Grand Ave Sidewalk project and the Trinity Metro Bus Pad project. On May 21, 2024, M&C 24-0459, the City Council
approved reductions in existing ARPA allocations, thereby identifying funds available for reallocation for the purposes stated herein.
The scope of the Grand Ave Sidewalk project (City Project No. 104220) is to improve pedestrian safety by providing a new sidewalk with
Americans with Disabilities Act (ADA) ramps for Grand Avenue from Northside Drive to Main Street.

The scope of the Trinity Metro Bus Pad project (City Project No. 105012) includes the installation of concrete bus pads, curb and gutter, sidewalks,
and ADA ramps along Trinity Metro transit routes at multiple locations in the City. In collaboration with Trinity Metro, the City of Fort Worth will
provide design services, project management services, and construction. The project aims to promote public transportation ridership and enhance
the quality of life for our community.

Recommendations 3 and 6 will adjust appropriations between programmable projects and convert the Grand Ave Sidewalk project (City Project
No. 104220) and the Trinity Metro Bus Pad project (City Project No. 105012) into static capital projects. This action is needed as future funding for
these projects is anticipated from other funding sources and the scope of this project differs from that of the current programmable project.
Allocation of ARPA Subtitle M Funding
ARPA Section 603(c)(1)(D) provides that ARPA funds can be used for infrastructure projects, including certain transportation projects providing
benefits to traffic and pedestrian safety. ARPA funding must be committed by December 31, 2024, and spent by December 31, 2026.

Balance
Funding for these projects was not included in the Fiscal Years 2025-2029 Capital Improvement Program (CIP) because the additional scope and
funding needs were not identified at the time of CIP development. The actions in this M&C will amend the Fiscal Years 2025-2029 Capital
Improvement Program as approved in connection with Ordinance 27107-09-2024.
These projects are located in COUNCIL DISTRICTS CD 2, CD 3, CD 5, CD 6, CD 7, CD 8, CD 9 and C❑ 11.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that funds are currently available in the American Rescue Plan Act project within the Grants Operating Federal
Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will he available, as
appropriated, in the Grants Cap Projects Federal Fund for the Grand Ave Sidewalk, and Trinity Metro Bus Pad projects. Prior to any expenditures
being incurred, the Transportation & Public Works Department shall be responsible for ensuring funds are available and that only expenditures
allowable under the American Rescue Plan Act are charged to the ARPA funding source. Grant funds will be transferred to the Grants Cap Projects
Federal Fund for the project on a reimbursement basis,
