The first step in the process of nominating new Board members for two-year terms to begin January 1, 1990 is notification from TAD of the number of votes to which the City is entitled. Based on the relationship which Fort Worth's adjusted tax levy bears to the total adjusted tax levy of all taxing entities in Tarrant County the City is entitled to 930 votes out of a total of 5005 votes. This information was received from TAD on Tuesday, October 3rd. The next step in the procedure is the nomination of candidates. Each voting unit may nominate one candidate for each of the five positions to be filled. In past elections the City has only nominated one candidate for each election. The casting of the City's total entitlement assures election of the City's nominee. Because of dates specified in the Property Tax Code the Council will need to adopt a resolution to nominate a candidate on Tuesday, October 17th. The City's current Board representative, Mr. Morris Matson, has served two terms on the TAD Board and has given notification that he does not wish to be considered for an additional term. Any persons considered as nominees to replace Mr. Matson must have resided in the Tarrant Appraisal District for at least two years prior to January 1, 1990. They may serve on the governing body of a taxing unit, but may not be an employee of a taxing unit. They may not be related to a person who is in the business of appraising property or represents property owners in proceedings in the appraisal district. Also ineligible is a person having a substantial interest in a contract for services with the appraisal district. The staff is prepared to provide whatever assistance the Council may require so that a resolution nominating a candidate may be prepared for the October 17th Council agenda. ,U/David A.
