Bid invitations were sent to the two newspapers known to meet the requirements of being a daily newspaper of general circulation published five working days per week in the City of Fort Worth and which has been published for at least two successive years. The bid invitations state that the lowest and best responsible bidder shall be determined on the basis of the cost per agate line of each notice in each individual copy of the newpaper published. This figure is determined based on the ratio which the cost per agate line bears to the number of paid issues published. For example, if a publication has a present average five day circulation of 3,000 paid subscriptions and the publisher quotes a rate of $.30 per agate line, the appropriate ratio and the amount of the publishers' bid would be calculated as follows: 3,000 (avg. issues ger week) 600 (avg. issues published each day) 5 (days of publication) . 30 (cost per agate line published per day) .005 (cost per agate line per copy) 600 (avg. issues published) _ This method of bid evaluation was developed to meet the need of those departments which determined that the value of published notices are in direct relationship to the number of potential readers of the notices. The two bid responses received are as follows: Fort Worth Star-Telegram $.35 per agate line Commercial Recorder $.27 per agate line When the cost per agate line of each notice in each individual published newspaper copy is determined according to the above described method and using the circulation figures of 1,858,273 for the Star-Telegram (7 days a week) and 3,175 for the Commercial Recorder (5 days a week) the results are: Fort Worth Star-Telegram $.000001318 per agate line Commercial Recorder $.0004251 per agate line ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS JNFORMAL REPORT TO CITY COUNCIL MEMBERS No.7429 P. 2 OT 2 To the Mayor and Members of the City Council November 14, 1989 Subject: PUBLICATION OF OFFICIAL NOTICES Based on this calculation the staff, unless directed otherwise by the council, will be presenting for Council action a M&C recommending the Star-Telegram be awarded a purchase agreement for the publication of the City's official notices for the fiscal year ending September 30, 1990. avid Ivory 61rcity Manager OW !SSUED BY THE CITY MANAGER FORT WORTH, TEXAS
