Subject: APPOINTMENT OF TWO INPACTIACCESS ADYI$ORY CtMMITTEES
Assisted by the consulting firm of Frielich, Lietner, Shortlidge and
Carlisle, the Water Department is taking steps to comply with Senate
Bill 336 relating to impact fees. To complete this process, two
separate advisory committees must be appointed by the City Council as
soon as possible. I have listed action items on the agenda Tuesday;
however, it only may be possible to name the Councilmembers required
for the Customer Cities Committee. The two committees, their
composition, duties and time requirements are:
I . WATER AND WASTEWATER CUSTOMER CITIES
ACCESS FEE ADVISORY COMMITTEE
The water and wastewater customer city contracts require the
formation of this committee if Fort Worth chooses to change
the methodology for calculating access fees. Composition of
the committee is nine members - six are members of customer
City Councils (these members have already been named) and
three are Fort Worth Councilmembers. The Chair will be a
Fort Worth member elected at the first meeting.
The purpose of this group is to consult with and advise Fort
Worth on matters relating to the methodology of calculating
access fees. It reports to the Water or Wastewater System
Advisory Council which has representation from each customer
city.
Once this committee convenes, it must meet on an annual
basis. It probably will be required to meet two or three
times before June 1990.
II . CITIZENS ADVISORY COMMITTEE ON IMPACT FEES
Senate Bill 336 requires the formation of a Citizens
Advisory Committee. It must be comprised of not less than
five members to be appointed by the City Council . Members
may not be elected officials or employees of a political
subdivision or governmental entity. At lease 2 of 5, or
40%, of the members must be representatives of the real
estate, development or building industries. Also, if the
impact fee may be applied on the city's extra Jurisdiction,
the committee must include a representative from the ETJ.
Duties of this committee would include advising the City in
its adoption of land use assumptions, reviewing and filing
written comments on any proposed capital improvement plans,
monitoring and evaluating implementation of the CIP and
advising the City of the need to update or revise the
assumptions, the plan or the impact fees.

Subject: APPOINT ENT OF TWO IMPACT/ACCESS FEE ADVISORY COMMITTEES
It is expected that this group will need to meet from three
to five times before June, 1990. The first meeting would
occur in December after council adoption of procedural
rules .
The staff is prepared to follow up on any recommendations from the
Council relating to membership on either of these committees .
