'411 PLANNING FOR THE NEXT CAPITAL IMPROVEMENT _PROGRAM
Planning efforts for the next Capital Improvement Program ( CIP )
were initiated in October , 1988, when City departments were
directed to begin the compilation of project needs. Many
departments enlisted the assistance of citizen groups and
advisory boards in the development and prioritizing of projects.
The City Council first was the initial compilation of projects at
the all-day budget workshop held June B. 1989. Following the
development of project ideas, it was determined that citizen
input concerning these ideas should be obtained through several
evening meetings held across the city . Sixteen such meetings
were held ( two in each Council District ) between October 12 and
November 16, 1989. Additionally, a CIP presentation was
broadcast live over the municipal access cable television
channel and has since been replayed several times. The City
staff currently is analyzing the comments and suggestions from
these meetings.
Selection of Bond Election Date
It previously had been suggested to the City Council that the
bond election be held on Saturday, May 5, 1990. For several
reasons, it is now recommended that the bond election be delayed
several months .
First , the Tarrant County Crime Control and Prevention District
has indicated a strong interest in May 5, 1990, as the date for
the sales tax referendum . If the Crime District election is not
held before June 30, 1990, sales tax collection could not begin
any earlier than October 1 , 1991 . To conduct the bond election
on the same date as the Crime District election might be
confusing to voters and could prove damaging to both efforts.
Second, delaying the bond election for several more months would
allow the City to further assess the changing economic climate
and to analyze carefully the next tax roll presented by the
Tarrant Appraisal District for its impact on future tax rates.
Third, one of the original timing factors influencing the
suggestion of a May, 1990, bond election has been reconsidered.
One of the most critical projects for inclusion in the next bond
election is the proposed new interdepartmental communications
systems. Because the Federal Communications Commission ( F .C .C . )
is reserving channel capacity for this new system, the City
previously had agreed to commit funds to this project by June,
1990. It is now believed that the F.C.C. would grant the City an
extension on the channel reservation as long as the City
demonstrates a good faith effort to secure funding by early 1991 .

For the reasons cited above, the suggestion to move the bond
election date well beyond may , 1990. appears to be a Prudent one.
The selection of an alternative date is, however . Problematic.
September is undesirable given the distractions associated with
the budget process. October and November are unsuitable in 1990
since Public attention will be diverted due to the state-wide
elections to be held in early November . December and January are
bad months for elections and Public information campaigns given
the Christmas and New Year 's holidays. For planning purposes at
this time, however . staff does recommend that Council allow us to
begin to focus on early 1991 as the tentative time frame for the
next bond election.
Size of Bond Program
Obviously the City Council will not be in a position to determine
the size of the proposed new bond program until it has had an
opportunity to review the suggested projects, study the citizen
input , and consider all the relevant financial information.
However , it would be extremely helpful to the staff if the
Council in the next few months could establish funding parameters
for the proposed bond program. Balancing the community 's capital
needs against the City 's financial capacity and determining the
size of the next bond program may be the most critical decision
the Council will have to make during its term of office.
Election Schedule
Assuming an election date early in 1991 , it would be timely for
the City Manager 's recommended bond program to be presented to
Council at a workshop in October . 1990. The City Council would
then be asked to approve a proposed bond program one month later
at the workshop of November , 1990.
In keeping with this schedule, the staff can utilize the winter
and spring of 1990 studying citizen input , refining cost
estimates, and revising project priorities. A tentative bond
program could be developed by late spring for the Council 's
review . it is recommended that one citizen meeting be conducted
in each council district over the summer months to share with the
public the nature and scope of the tentative bond program.
Following these meetings the staff would be prepared to finalize
the Manager 's recommended program.
