HomeMy WebLinkAboutIR 7444 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7444 DoE 0*P To the Mayor and Members of the City Council March 13, 1990 O Subject: OPTION YEAR OF AGREEMENT WITH BURLY CORPORATION FOR gels THE PICKUP AND DISPOSAL OF, 1I:LEAA[L—"UMPEO' TIRES On March 7, 1989 (M&C P-3295), the City Council authorized a purchase agreement with the BURLY Corporation for the pick up and disposal of tires that have been illegally dumped within the City limits. The agreement ran from March 7, 1989 to March 6, 1990. The agreement allowed the City the option to renew for one additional year. The Department of City Services Code Enforcement and Solid Waste Management Divisions, and the Transportation/Public Works Street Maintenance Division, have utilized the services of BURLY Corporation during this first year. Approximately 102,000 tires have been removed from vacant lots, secluded park areas and other public right-of-way. it is estimated that during the second year of the agreement, another 100,000 illegally dumped tires will be removed. BURLY Corporation is responsible for picking up the tires at designated locations and transporting them to his holding facility located on East Belknap Street. The specifications require him to slice the tires within 30 days and dispose of the sliced tires in a TDH approved landfill . BURLY is using Waste Management's (WMI) East First Street Landfill . The agreement allows the City to review Burly's disposal tickets to verify that he is taking them to the landfill. Inspectors from the City's Code Enforcement op� Division make periodic inspections of his facility, and at the landfill , to verify that the tires are being disposed of properly, The BURLY Corporation is in compliance with all Texas Department of Health's (TDH) regulations regarding tire disposal. All tires collected under this agreement are being disposed of in WMI 's East First Street Landfill in Fort Worth. This was a stipulation in the agreement and periodic checks indicate that BURLY is complying. Although the BURLY Corporation's home office is located north of Denton, near Era, Texas, no tires collected under this agreement are being disposed of outside Fort. Worth. The Solid Waste Management Division is considering the purchase of a tire shredder to be used at the City's Southeast Landfill . if approved, the shredder would not be operational until after March, 1991 . The agreement with BURLY has allowed the City to cleanup some of the worst tire dump sites. BURLY has performed according to specifications and therefore the Department of City Services recommends exercising the option year. DAVID A.
