To the Mayor and Members of the City Council (Wrtx J Subject: CDBG YEAR XVI APPLICATION ,a 73 The Community Development Council had unanimously recommended approval of the CDBG Year XVI Application on February 12, 1990 . This item was presented to the City Council at the February 27 , 1990 pre-council meeting. At that time Councilmember McCray raised a question regarding the recommended deletion of $15,000 from the Polytechnic Heights Main Street project . The recommendation to delete the CDBG position of the project funding was based upon a stricter interpretation from HUD of eligible economic development type activities which could be funded through CDBG activities. (The Main Street project is privately endowed from various foundations totalling $60 ,000 although SEEDCO, the original funding source, is no longer involved in the project . ) The staff has proposed that $15,000 be encumbered pending a review by HUD as to the CDBG eligibility of the Polytechnic Heights Main Street activities. Should HUD agree as to the eligibility of the project, an agreement will be negotiated for the main street project . If HUD disallows the eligibility of the activities the funds will be programmed into other eligible activities in the Poly area. A secondary issue involving a request from the Diamond Hill neighborhood for conversion of the Diamond Hill recreation center to a multi-purpose center in order that services can be expanded to include health clinic, day care and other social service activities. Preliminary estimates indicate that $1 . 2 million would be necessary to convert the center to a multi-purpose facility. The CDBG allocation of $400 ,000 would be required to be supplemental with local funding ($800 ,000) which is not presently available nor will it be available until the next Bond Election is approved and assuming that the project would be included in the CIP . The staff has preliminarily discussed with the United Community Centers an option which might permit some improvements to their existing facility and an expansion of these services into the Diamond Hill community utilizing this facility. This option might also offer the ability to staff these facilities and expanded services from sources outside the general fund of the City.
