AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $3,000.00
FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE
ENVIRONMENTAL COLLECTION CENTER (ECC); MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $3,000.00 from available funds, for the purpose
of funding the Environmental Collection Center (ECC).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

APPROPRIATION OF SUPPLEMENTAL ENVIRONMENTAL PROJECT FUNDS FOR
THE ENVIRONMENTAL COLLECTION CENTER
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept Supplemental Environmental Project (SEP) funds for use by
the Environmental Collection Center (ECC); and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $3,000.
DISCUSSION:
On January 5, 1999 (M&C C-1721.2), the City Council approved an Interlocal Agreement with the Texas
Natural Resource Conservation Commission (now known as the Texas Commission on Environmental
Quality, or TCEQ) authorizing the City's participation in the TCEQ's SEP program. This agreement was
extended and amended on October 10, 2002 by M&C C-18274. The TCEQ defines a SEP as a project
that prevents pollution, reduces the amount of pollution reaching the environment, enhances the quality
of the environment, or contributes to public awareness of environmental matters.
Under this agreement, the City of Fort. Worth is eligible to receive funds from various entities when they
are assessed administrative penalties by the TCEQ. Entities that elect to participate in the SEP
program may give up to 50% of assessed fines to an environmental cause in their local area.
The Environmental Management Department qualifies as a recipient of funds through the SEP
program. In particular, activities conducted at the Environmental Collection Center (ECC) constitute a
local area environmental cause. The current amount of $3,000 is being received from the Fort Worth
Boat Club in .accordance with their agreement with the TCEQ regarding an administrative penalty that
they were assessed in August, 2002.
The Environmental Management Department will use this money exclusively for disposal of household
hazardous waste at the ECC.
