The Office of Management Services, with the advice and assistance of David M. Griffith and
substantial input and review by affected departments, has undertaken a study of user fee
areas within the General Fund to compare the total cost of the service delivered (both di-
rect and indirect) with the revenue generated by the activity at the current fee struc-
ture. The result of this comparison was then related to the Council 's approved cost re-
covery ratio to identify areas for potential fee increase.
Other factors taken into consideration in these recommendations included ease of adminis-
tration/application of the fee; assumptions regarding the price elasticity of the fee;
and, for those fee areas not part of the Council 's original cost recovery, staff's esti-
mate of the appropriate cost recovery.

Staff recommends that new fees be instituted for the following services currently being
performed at no cost to the recipient of the services:

RESIDENT DISCOUNTED FEES
Some fees in the Park and Recreation area are two-tiered with a twenty-five percent (25%)
discount offered to citizens who produce proof of residence within the City at the time of
purchase of admission. These include: zoo admission, Log cabin Village admission, aquat-
ics admission, general public play at McLeland Tennis Center, and recreation room rental.
Residents may obtain a resident discount in the amount of twenty-five (25%) percent off of

the resident). Between June 1990 and December 1990, any individual who states that he
lives in Fort Worth will receive a discount. Beginning January 1991, individuals will be
required to furnish proof of residence by presenting a Fort Worth library card at the time
of purchase of the admission.
RV ENUE ESTIMATES
Revenues for FY 1989-90 are expected to be increased by approximately $240,000 by the in-
crease of these fees and by approximately $650,000 for fiscal 1991. The revenue effect of
the higher fee structure for non-City residents will not be felt until January, 1991.
IKPLEKENTATION
Fees which do not require ordinance changes to effect will be made effective May 15 in or-
der to allow for agencies to notify citizens of the increases. Fee adjustments which re-
quire changes in an ordinance will be brought to the Council individually for action with
an effective date specified.
If Council desires additional information, it will be provided.
