The design value is used in determining the percentage of volatile organic compound emissions reduction necessary to reach the National Ambient Air Quality Standard for ozone of .12 parts per million(ppm) . In 1987 , the design value was . 16ppm or 33% above the standard , in 1988 the design value was reduced to .14ppm or 17% above the standard and for 1989 the design value fell to .13ppm or 8% above the standard. Staff feels this reduction indicates the air quality within the metroplex region is gradually improving and hopefully with the implementation of the recent Inspection and Maintenance program and lowering the volatility of gasoline the design value will remain the same or decrease to .12ppm. The .13ppm ozone design value, based on the proposed amendments to the clean air act, classify the metroplex as moderate Class I. This classification currently limits the level of mandatory controls cities will be required to implement under the clean air act as amended. Staff, however, believes we should continue to enhance our control efforts to further reduce the levels of ozone while increasing economic growth within Fort Worth. Staff will provide further information as it becomes available. 1 David Ivory City Manager ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS HOURLY OZONE DESIGN VALUES IN EPA REGION 6 OZONE VALUES (ppm) 0.24 - 0.22 - 0.2 0.18 OZONE LEVELS_ LOWER 0.16 _ . 0.14 _ .3- 110- lag9 * 0.12 y5 IaN vAluE 0.1 - 0.08 - 0.06 - 0.04 - 0.02 - u 0 — _ - Houston El Paso D/FW Baton Rouge Beaumont Tulsa Lake Charles CMSA CMSA METROPOLITAN STATISTICAL AREAS 1985-87 IM 1986-88 * National Ambient Air Quality Standard CITY WDr nif
