On January 1, 1989, an amendment to include residential alarm systems under the
provisions of the false alarm ordinance went into effect. Preliminary indica-
tions suggest that the ordinance amendment has been successful in reducing the
number of false alarm notifications (FANs). Residential FANs have decreased by
5.3 percent (Reporting period - 1/1/89 through 3/31/89 compared to the period of
1/1/90 through 3/31/90). Commercial FANs decreased by 10.6 percent over the same
reporting period.
False alarm notifications are projected to decrease this fiscal year as outlined
below:
Total alarms - 2.0 percent
Commercial alarms - 3.8 percent
Residential alarms - 4.7 percent
Assuming that the rate of residential FANs would have continued to increase by
32.3 percent (three year average rate of residential FAN increase before the
000, ordinance amendment), $128,171 in cost have been avoided by implementing this
ordinance amendment.
Over 7560 permits have been obtained for residential alarm systems. Of those
about .5 percent (42) have been revoked. Revenues from permit fees and service
fees are anticipated to exceed $148,700 this fiscal year. Revenues derived from
residential alarm systems will offset about 37.6 percent of the cost of respond-
ing to residential FANs.
Through March of this year, 8916 commercial permits have been issued. Since the
ordinance went into effect (May 1, 1984) only 1.6 percent (143) of all permits
issued have been revoked. Revenues from commercial permit fees and service fees
are expected to reach $262,600 this fiscal year. Revenues derived from commer-
cial alarm system fees will offset about 59.8 percent of the cost of responding
to commercial FANs.
