HomeMy WebLinkAboutContract 54683-A5CSC No. 54683-A5 AMENDMENT No . 5 TO CITY SECRETARY CONTRACT No. 54683 WHEREAS, the City of Fort Worth (CITY) and Hazen and Sawyer, P.C., (ENGINEER) made and entered into City Secretary Contract No. 54683, (the CONTRACT) which was authorized M&C 20-0701 on the 22nd day of September, 2020, in the amount of $920,150.00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment No.1 in the amount of $1,336,736.00 authorized by M&C 21-0585 on August 17th, 2021, Amendment No.2 in the amount of $1,047,260.00 authorized by M&C 22-1046 on December 13th, 2022, and Amendment No.3 in the amount of $84,800.00 administratively authorized on February 22nd, 2024 and Amendment No. 4 in the amount of $276,828.00 authorized by M&C 24-0516 on June 11th, 2024; and WHEREAS, the CONTRACT involves engineering services for the following project: Village Creek Water Reclamation Facility Digester Mixing, Flare and Dome Improvements, CPN 102 652; and WHEREAS, it has become necessary to execute Amendment No. 5 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $96,347.00. 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $3,762,121.00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. Hardy, PE, PMP Associate Vice President Enclosures Page 2 of 2 haze nandsawyer.com ATTACHMENT A SCOPE OF WORK FOR VCWRF PRIMARY SLUDGE SCREENS The scope herein defines the work to be performed by Hazen and Sawyer (Hazen). Both the Fort Worth Water Department (FWWD) and Hazen have attempted to clearly define the work to be performed and address the needs of the Project. FWWD plans on installing two primary sludge screens in the existing Primary Sludge Grit Building in place of two existing hydro cyclones and would like Hazen to assist by developing work products such as sketches and a bill of materials in support of the installation. WORK TO BE PERFORMED TASK 1. DESIGN MANAGEMENT ENGINEER shall ensure efficient and effective use of ENGINEER's and CITY's time and resources. ENGINEER shall manage change, ■ communicate effectively, ■ coordinate internally and externally as needed, and ■ proactively address issues with the CITY's Project Manager and others as necessary to make progress on the work. 1.1. Managing the Team • Lead, manage and direct design team activities • Ensure quality control is practiced in performance of the work • Communicate internally among team members • Task and allocate team resources 1.2. Communications and Reporting • Prepare invoices and submit monthly in the format requested by the CITY. • Prepare and submit monthly progress reports in the format provided by the Water Department. TASK 2. PRELIMINARY DESIGN Hazen will develop sketches that include layout and piping arrangement for installing two primary sludge screens in the existing Primary Sludge Grit Building. Hazen will coordinate layout requirements with the screen manufacturer - Huber. The layout shall also include location of control panel and air compressor system for screen operation. Hazen will hold a review meeting with FWWD to discuss the constraints and refine the equipment layout. FFWD of Fort Worth, Texas Attachment A page 1 of 2 ATTACHMENT A Hazen will also assist FWWD with reviewing the technical aspects of the purchase order and/or equipment specification for the sludge screens to allow FWWD to directly purchase the sludge screens. The purchase order and equipment specification will be provided by FWWD staff for Hazen to review. TASK 2. DESIGN Hazen will develop the following drawings: 1. Mechanical Plan and Section(s) - including table for pipe material take off. Maximum of 2 sketches or sheets planned. 2. Structural Details — design of platforms and miscellaneous pipe or screen supports. Maximum of 3 structural details to illustrate connection of the screen press to the new facility. 3. Electrical Power Plan and Schedules- including material take off table. 4. Process and Instrumentation Diagram - Include control narrative Hazen will develop draft drawings and have one review meeting with FWWD. Hazen will incorporate comments and provide final drawings. With FWWD directly purchasing the sludge screens, Hazen will review and provide technical comments on sludge screen submittals to coordinate with the co -current design efforts of FWWD staff. ASSUMPTIONS 1. No specifications nor bid documents are provided. This scope of work is limited to technical guidance for the replacement of two primary sludge hydro cyclones with Huber sludge screen presses purchased and installed directly by FWWD staff in conjunction with the manufacturer. 2. Record information provided by FWWD shall be relied upon for developing sketches and work products. Hazen shall not be responsible for the accuracy or inaccuracy of record information at the VCWRF. Reasonable and ordinary efforts will be made to field verify. 3. Work products provided to FWWD by Hazen and Sawyer are not for bidding purposes and shall be considered standalone supporting information to aid FWWD in completing internal primary sludge processing modifications and shall not be used for any other purposes. 4. A full detailed design is not being provided. The design is to be progressed sufficiently to provide general arrangement and detailed information to FWWD staff for the purchase and installation of the sludge screens by FWWD staff. 5. TCEQ permitting and coordination services are specifically excluded from this scope. 6. Services associated with building modifications including but not limited to architectural, HVAC, fire protection, plumbing, code review and lighting are specifically excluded from this scope of work. 7. All submittals shall be in PDF format. 8. The project will be billed hourly at a 3.2 multiplier of raw labor cost with a 5 percent markup on subconsultants and no mark up on expenses.
