Upcoming and Recent Events City Manager Cooke called on Fire Chief Jim Davis to give an update on the scrap yard (Texas Industrial Scrap Metal) fire that occurred on August 16, 2024. b. Organizational Updates and Employee Recognition(s) Assistant City Manager Jesica McEachern recognized the 2024 Emerging Leaders Class. Neighborhood Services Director Kacey Bess recognized Pam Sexton as the new Interim Assistant Director for Housing and Community Development effective August 26, 2024; Michelle Doonkeen as the new Assistant Director for Social Services effective September 9, 2024; and Brian Brown for his services as Interim Assistant Director, pending Michelle's arrival. c. Questions Regarding City Council M&C Log for August 27, 2024 Council Meeting There were no questions regarding the City Council M&C Log for August 27, 2024. 4. Presentation on Proposed Economic Development Program Agreement for Westbend Phase II — Robert Sturns, Economic Development Director Robert Sturns, Economic Development Director, provided a staff report. 5. Presentation on Proposed Interlocal Agreement with the University of Texas at Arlington for Establishment of New Campus Development at Walsh Ranch — Robert Sturns, Economic Development Director Robert Sturns, Economic Development Director, provided a staff report. Animal Care and Control Update - Brian Daugherty, Code Compliance Director and Chris McAllister, Code Compliance Assistant Director Brian Daugherty, Code Compliance Director, and Chris McAllister, Code Compliance Assistant Director, provided a staff report. Council Member Hill recommended including the Chuck Silcox Animal Shelter in upcoming bond election. She also suggested the Animal Shelter Advisory Committee move to a Council appointment process. She proposed creating a 501(c)(3) public charity support organization that is part of the City of Fort Worth. Mayor Pro tem Bivens requested a report of the number of animal cruelty cases per District. 7. Presentation on Police Meet and Confer - William Johnson, Assistant City Manager Assistant City Manager William Johnson provided a staff report. Council Member Nettles requested information on other City Departments that have received a 10 percent or more increase in employee salaries and information on the budget impact o Meet and Confer on future fiscal years. Council Member Williams requested information on the dollar amount for addressing compression in the Meet and Confer Agreement. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Martinez requested an Informal Report pertaining to gunshot detection activity in the City and how hot spots are being addressed. Council Member Nettles requested an Informal Report on what is being used in the Police Department to protect officers when working accidents. Council Member Flores requested separate Informal Reports staff exploring the fiscal impact to the budget to add Cesar Chavez Day and Veteran's Day as City holidays.
