Call to Order After proper notice given pursuant to the Texas Open Meetings Act, with a quorum of the City Council Members present, Mayor Parker called the Closed Executive Session Meeting to order at 12:09 p.m. on Tuesday, October 8, 2024, in the City Council Conference Room 2020 of the Fort Worth City Hall to discuss matters pertaining to the following: B. The City Council will conduct a closed meeting in order to discuss matters permitted by the following sections of Chapter 551 of the Texas Government Code: CITY ATTORNEY 1. Section 551.071, CONSULTATION WITH ATTORNEY To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. [Tex. Govt Code §551.071 1: a. Legal issues concerning administration of the Fair Assistance Housing Assistance Program; Discussion occurred. b. Legal issues concerning pass -through federal funding on affordable housing projects; Discussion occurred. Legal issues concerning approval by the Executive Director of the Texas Commission on Environmental Quality of Tor Texas, LLC's application to construct a concrete batch plant at 13001 Old Denton Road, Fort Worth, Texas, Standard Permit Registration Number 174858 Discussion occurred. CITY MANAGER 1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY Deliberate the purchase, sale, lease or value of real property where deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party. Discussion occurred. CITY OF FORT WORTH, TEXAS CLOSED EXECUTIVE SESSION OCTOBER 8, 2024 PAGE 3 of 3 2. Section 551.087, DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS Deliberate the commercial or financial information or the offer of a financial or other incentive to a business prospect. 3. Section 551.076 and Section 551.089, DELIBERATIONS REGARDING SECURITY Deliberate certain security matters in accordance with Sections 551.076 and 551.089 of the Texas Government Code. C. The City Council may reconvene in open session in the City Council Conference Room and act on any item listed on the Executive Session Agenda in accordance with Chapter 551 of the Texas Government Code.
