HomeMy WebLinkAboutOrdinance 15404Ordinance No. ~ ~ d~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $68;126.00 AND THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $38,392.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AN AWARD OF CONTRACT TO MILLER PIPELINE CORPORATION FOR LOCATING AND DEHOLING BURIED UTILITIES; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in 'the Water Capital Project Fund in the amount of $68,126.00 and the Sewer Capital Project Fund in the amount of $38,392.00 from available funds for the purpose of funding an award of contract to Miller Pipeline Corporation for locating and deholing buried utilities. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of $106,518 from the Water and Sewer Fund to the Water Capital Project Fund in the amount of $68,126, and the Sewer Capital Project Fund in the amount of $38,392-; and 2. Adopt the attached appropriation ordinance. increasing estimated receipts and appropriations, in the Water Capital Project Fund . in the amount of $68,126, and the Sewer Capital Project Fund in the amount of $38,392; and 3. Authorize the City Manager to execute a contract with Miller Pipeline Corporation in the amount of $96,835 with the option to renew for three additional one-year periods for locating buried utilities using the vacuum excavation method. DISCUSSION: The work to be performed under this contract consists of using pipe-locating equipment and hydro- vacuum excavation systems to identify precise locations of buried utilities prior to design or construction. The utility's exact condition, depth, and dimensions can be determined in order for engineers to prepare more accurate designs based on actual conditions rather than relying on past plans and records. Also, .utility breaks can be minimized during construction. The locations to be verified will be determined by the Water Department. The bid documents included a stipulation that the total quantities listed may not reflect actual quantities and are based on the budgeted amount of $96,835. Final payments will be based on actual measured quantities. Funding will be provided individually for each work order prior to its release. The bid documents also included a stipulation giving the City the option to renew this contract three times under the same terms, conditions, and unit prices. The project was advertised for bid on October 3 and 10, 2002. The City's goal on this project is 13%.
