AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO
RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $92,000, FOR
PARTICIPATION IN THE FEDERAL BUREAU OF INVESTIGATION NORTH
TEXAS CHILD EXPLOITATION AND HUMAN TRAFFICKING TASK FORCE;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION ].
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund, subject to the receipt of the grant, in the amount up to $92,000, for overtime expenses
for the purpose of participating in the Federal Bureau of Investigation's North Texas Child Exploitation and
Human Trafficking Task Force for Fiscal Year 2025-2028.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shaII in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of reimbursement funds for overtime expenditures in an amount up to $92,000.00 for participation in the Federal
Bureau of Investigation North Texas Child Exploitation and Human Trafficking Task Force for Fiscal Years 2025 - 2028: and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, in an
amount up to $92,000.00, for the participation in the Federal Bureau of Investigation North Texas Child Exploitation and Human Trafficking
Task Force.
DISCUSSION:
The mission of the North Texas Child Exploitation and Human Trafficking Task Force (NTCEHTTF) is to provide a rapid, proactive, and
intelligence -driven investigative response to the sexual victimization of children and other crimes against children within the Federal Bureau of
Investigation's (FBI) jurisdiction and to identify and rescue child victims. NTCEHTTF's primary objective is to reduce the vulnerability of children to
sexual exploitation and abuse, reduce the negative impact of domestic and international parental rights disputes, and strengthen the capabilities of
the FBI and federal, state, local, and international law enforcement through training, intelligence -sharing, technical support, and investigative
assistance.
In Fiscal Year 2024, Mayor and Council Communication (M&C 24-0210) authorized the execution of a Memorandum of Understanding (MOU) and
Cost Reimbursement Agreement (CRA) (City Secretary Contract No. 61382) with the FBI to participate in the NTCEHTTF. Pursuant to the CRA,
the FBI will reimburse the City of Fort Worth for the officer's direct overtime salary expenses up to an amount not to exceed monthly and/or annual
limits established annually by the FBI. This M&C requests appropriations in an amount up to $92,000.00 to be disbursed at an amount up to
$23,000.00 per year for four years for continued participation in the NTCEHTTF.
The term of this memorandum of understanding is for the duration of the NTCEHTTF operations and may be terminated at any time upon 30-day
written notification. Indirect costs are not eligible for reimbursement. The City is not required to provide matching funds.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
