AN ORDINANCE FIXING THE BOUNDARY LIMITS OF THE CITY OF FORT WORTH; PROVIDING FOR ALTERATION OF THE BOUNDARY LIMITS OF THE CITY OF FORT WORTH; DISCONTINUING TERRITORY FROM WITHIN THE CORPORATE LIMITS OF THE CITY OF FORT WORTH; PROVIDING THAT THIS ORDINANCE SHALL AMEND EVERY PRIOR ORDINANCE IN CONFLICT HEREWITH; PROVIDING THAT THIS ORDI- NANCE SHALL BE CUMULATIVE OF ALL PRIOR ORDINANCES NOT IN DIRECT CONFLICT; PROVIDING FOR SEVERABILITY AND NAMING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION I. THAT the hereinafter described territory within the corporate limits of the City of Fort Worth be and the same is hereby discontinued as a part of the City of Fort Worth; said territory being described by metes and bounds as follows: First Tract BEING a portion of the J. A. Creary Survey, Abstract No. 269, situated about seven (7) miles southeasterly from the Courthouse of Tarrant County, Texas, and being more particularly described by metes and bounds as follows: BEGINNING at a point for corner in the east line of the Texas Electric Service Company Plant Site, said point for corner also being in the present Fort Worth city limit line at its intersection with the shore line of Lake Arlington at normal pool elevation 550 feet mean sea level. THENCE in a northwesterly, southeasterly and southwesterly direction, along and with the shore line of Lake Arlington at normal pool elevation 550 feet mean sea level, with its meanders, to a point for corner at its intersection with the present Fort Worth city limit line. THENCE north, along and with the present Fort Worth city limit line to the place of beginning and containing approximately 33 acres of land. '—`-' `---~ BEING a portion of the J. L. Hallum Survey, Abstract No. 723, situated about eleven (ll) miles east from the Courthouse of Tarrant County, Texas, and being more particularly described by metes and bounds as follows: � BEGINNING at a point for corner in the east line of the J. L. Hallum Survey" Abstract No. 723, at its intersection with the north line � of a 75 font wide easement to Texas Electric Service Company; which point � of beginning is also 51 feet south from the southeast corner of the City of Fort Worth Village Creek Wastewater Treatment Plant Site. " THENCE South, along and with the east line of the J. L. Hallum � Survey, Abstract No. 723, and along and with the Fort Worth city limit line, to a point for corner for the southeast corner of the J. L. Hallum Survey. THENCE West, along and with the south line of the J. L. Hallum Survey, and along and with the Fort Worth city limit line to a point for corner in the middle of Village Creek. THENCE down the middle of Village Creek, with its meanders, to a point for corner which is the southwest corner of the City of Fort Worth Village Creek Wastewater Treatment Plant Site. THENCE East 917.8 feet to a point for corner. THENCE North 45 Degrees East 506.8 feet to a point for corner in the north line of the 76 foot wide easement to Texas Electric Service Company. THENCE South 88 Degrees-41 Minutes East, along and with the north line of the Texas Electric Service Company easement, 1,338.8 feet to the place of beginning and containing approximately 188 acres of land. BEING portions of the J. Smith Survey, Abstract No. 1446, the William Welch Survey" Abstract No. 1668, the S. C. Culver Survey, Abstract No. 276, the J. Wilcox Survey, Abstract No. 1744, the M. Gurin Survey - 2 - Abstract No. 596 and the R. R. Ramey Survey, Abstract No. 1341, situated about nine (9) miles easterly from the Courthouse of Tarrant County, Texas, and being more particularly described by metes and bounds as follows: BEGINNING at a point for corner in the middle of Village Creek at its intersection with the south right-of-way line of Meado*brook Drive. THENCE down the middle of Village Creek, with its meanders, to the place of beginning and containing approximately 283 acres of land. Mayor a IL1/ ®r and Council Communication @RAOAM HUMAN elf WV ikG46 REFERENCE SUBJECT: Arlington -Fort Worth PAGE �/a12�73 NUMBER Common Boundary 1 of 2 PZ-543 The staffs of the cities of Fort Worth and Arlington have conducted extensive negotiations to establish a recommended common boundary line agreement between the two cities. An agreement on a proposal was reached between the two staffs at a meeting on January 25, 1973. At its regular meeting on Tuesday evening, February 6, 1973, the Arlington City Council adopted a Joint Resolution establishing a common boundary line between Fort Worth and Arlington. The Arlington Council, at the same meeting, initiated proceedings to discon- tinue certain territories to make them available for annexation by Fort Worth. It is recommended that the Fort Worth City Council adopt the Joint Resolution establishing the common boundary line as described herein and initiate action on the following to effectuate the proposed boundary adjustments. The significant features of the common boundary line agreement are: 1) Arlington will disannex areas necessary to Fort Worth for expansion of the Village Creek Wastewater Treatment Plant. 2) Arlington will discontinue a 200 acre tract purchased by Fort Worth and used for sludge drying beds. 3) Arlington will discontinue lake frontage property between the present Arlington -Fort Worth city limit line and the Arlington Lake Shore (at normal pool elevation 550 feet mean sea level) on the west side of Lake Arlington. 4) Fort Worth will discontinue the Greenman property south of the Village Creek Wastewater Treatment Plant and east of Village Creek. 5) Fort Worth will discontinue the area to be platted as Inter- lochen Addition to Arlington in the Village Creek flood plain between Meadowbrook Drive on the north and U. S. Highway 80 East on the south. 6) Fort Worth will discontinue all Lake Arlington water frontage below normal pool elevation 550 feet mean sea level. 7) A tract of land east of the Arlington -Bedford Road and north of the Trinity River will be subject to annexation by the City of Fort Worth. These steps will have the following results: 1) Permit the City of Fort Worth to acquire land necessary for the expansion of the Village Creek Wastewater Treatment Plant. DATE REFERENCE SUBJECT: Arlington -Fort Worth PAGE NUMBER 2/12/73 PZ-543 Common Boundary 2 Of 2 2) Fort Worth's Village Creek Wastewater Treatment Plant and sludge drying beds will be all in Fort Worth and not partially in Arlington. 3) All of Interlochen Addition will be in Arlington. 4) The entire west shore of Lake Arlington will all be in Fort Worth. Consummation of the agreement and the subsequent corporate area exchanges will increase the capability of rendering services to its citizens by each city, alleviate existing policing, land use control and development problems and expedite the needed expansion of the Village Creek Plant. Recommendation It is recommended that the City Council: 1) Adopt the Joint Resolution, 2) Adopt an ordinance discontinuing territory from Fort Worth as pro- vided in the resolution, and 3) Instruct the staff to initiate annexation on the areas discontinued by Arlington.
