Five of these positions are elected by employee-members of the Fund and four positions are appointed by the City Council. Trustees serve two-year terms commencing on October 1st of odd-numbered years for the elected positions and on even-numbered years for the appointed positions. The terms of current Council appointees expire on September 30, 1990. Additionally, the appointee to Position 8 has recently resigned from the Board. Prior to this resignation, the City Council appointees were as follows: Position Appointee Appointed 2 Bert C. Williams 10/01/83 4 William Garrison 05/01/86 6 Ralph R. Hardy 10/01/83 8 Ruth Howard 10/01/83 (resigned) At the time of the above appointments, the appointees included two Councilmembers, a retired employee and the City Secretary; however, no specific criteria exists for the qualifications of appointees. The Retirement Ordinance provides that when a resignation of an appointee occurs, "a majority of the City Council shall appoint a qualified person to serve the unexpired term of the place vacated". Should the Council choose to make an appointment at this time to Position 8, the appointee's term would expire on September 30, 1990, along with the other three appointee positions. Appointments for the next two-year terms should be made no later than August 31, 1990, so that new appointees may be prepared to commence their terms on October 1st.
