HomeMy WebLinkAboutIR 7479 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7479 Boa 4aar,�� To the Mayor and Members of the City Council July 31 , 1990 Subject: CITY OF FORT WORTH TURNOVER RATES FOR JANUARY 1990 - JUNE 1990 MCKGROUNDLDEFINITION The purpose of this Informal Report is to provide the City Council with actual data regarding the City's employee turnover rates. The turnover rate is the ra- tio of terminations of employment to the total number of employees during a des- ignated period. REPORT This report provides you with: 1) Regular turnover statistics, (e.g. turnover attributed to voluntary and involuntary reasons; 2) Turnover statistics attributed to retirement and death, and; 3) overall turnover rate. Also provided for your information is the annual turnover data for three large groupings of employees. These include the Police Department (by rank) , the Fire Department (by rank) , and the General (non sworn) employees by functional categorys. The statistics are for the calendar years 1987,- 1988, 1989, and 1990 (through June 13, 1990) . Sworn Police Employees Turnover _Cfte ARpeptdix A J In the last three and one-half years, the Police Department has averaged losing 3.3 officers per month. Discounting deaths and retirements, this number is fur- ther reduced to 1 .98 per month. The annual turnover rate for 1990 is projected to be 5.14% which equates to 4.16 officers per month. Removing deaths and re- tirements from the total , turnover is reduced to 3.29% or 2.7 officers per month., This represents an increase of .72 police officers from the preceding three and one-half years monthly average. Sworn Fire Mgloyees Turnover (See Appendix B) In the last three and one-half years, the Fire Department has averaged losing 1.98 fire fighters per mouth. Discounting deaths and retirements, this number is further reduced to .33 fire fighters per month. The turnover for 1990 is pro- jected to be 2.01% or 1.16 fire fighters per month. Removing deaths and retire- ments from the total , turnover is reduced to .58% or .33 fire fighters Per month. This represents no change in the monthly average of the preceding three years. Discounting deaths and retirements, this number is reduced to 35.62 general employees per month. The turnover for 1990 is projected to be 15.72% or 43.8 general employees per month. Removing deaths and retirements from the total , turnover is reduced to 13.69% or 38.16 general employees per month. This represents an increase of 1.54% general employees from the monthly average of the preceding three and one-half years. SW MAI'tY Although there have been concerns raised over turnover in the sworn police of- ficer and fire fighter ranks, the city has much greater turnover in the clerical , skilled trades and professional groups. Perennial recruiting concerns are in the clerical positions, data processing professionals, and Public Health profes- sionals.
