"3 Use of Recycled Paper
Over the last few months, City Council has expressed a desire for
the City of Fort Worth to use recycled paper on a broad scale.
The following is a summary of the city's efforts to date:
The City of Fort Worth has used recycled paper from time-to-time
on selected projects for the last few years . One of the biggest
users of recycled papers has been Clean City, Inc. As part of
its Keep Fort Worth Beautiful program, Clean City has attempted
to print its promotional material on recycled paper whenever
possible. The Library is now printing its Fact Stacks publication
on recycled paper. Other departments have used recycled paper
from time to time.
In April , 1990, the city Print Shop began carrying recycled paper
as standard paper offering in response to a U.S. Environmental
Protection Agency directive that all future reports to that
agency must be printed on recycled paper. All future grants and
EPA contracts will have as a contract provision the recycled
paper requirement. Failure to use recycled paper could result in
termination of the EPA grant or contract. The EPA defines
recycled paper as a product that contains at least 50 percent
previously used paper. The recycled paper offered by the Print
Shop is comparable to our regular bond stock. The cost is
approximately 18 percent higher than virgin bond.
The recycled paper now is being used to print departmental
letterhead. Because the city used a better grade paper
previously, printing letterhead on recycled paper is $7 .80 less
per 1,000 sheets.
The Print Shop purchases its paper through an annual contract.
When bids are requested for a new contract in the fall , paper
suppliers will be asked to quote prices for virgin as well as the
equivalent recycled paper. When economically feasible, recycled
paper will be added to the city's paper supply.
In June, the City Purchasing Division began requiring all bids
for printing through private printers to present an alternate bid
quoting the price for using recycled paper. When economically
feasible, outside printing will be done on recycled paper. For
instance, envelopes made of recycled paper may contain embedded
magnetic ink traces. The old magnetic ink makes it impossible
for U.S. Postal Office scanner to read new bar codes affixed for
its automated sorting process . The result is the mailing is
returned to the city by the Post Office for repackaging.
Consequently, until the city can find a reliable supply, recycled
