To the Mayor and Members of the City Council October 22, 2024 ,A Page 1 of 2 * VA SUBJECT: PROPOSED JUDICIAL RECRUITMENT AND APPOINTMENT PROCESS The purpose of this Informal Report is to share with the Mayor and City Council the proposed formal process to recruit, interview, and recommend the appointment of one (1) Full -Time and three (3) Part -Time Municipal Court Judges. Full -Time judicial terms are appointed/reappointed on even numbered years and Part -Time on odd numbered years. The Chief Judge will be responsible for implementing and managing the process once approved by the Mayor and City Council. Proposed Judicial Appointment Process • Post the Full -Time Judge and Part -Time Judge positions through the Human Resources Department — positions are generally posted for two weeks (October 11 — 25, 2024). • Posting will be open to internal as well as external candidates. All candidates must hold a JD and be licensed or eligible to be licensed to practice law in the State of Texas; must have practiced law for a minimum of two years; and be in good standing with the State Bar of Texas. • Post the positions on a broad range of job posting services including but not limited to the State Bar of Texas, the Texas Municipal Court Association, the Tarrant County Bar Association, Tarrant County Black Bar Association, Hispanic Bar Association, TML, National League of Cities, etc. • Once posting is closed, HR will review the applicants to eliminate applicants that do not meet the minimum criteria and posted requirements. • Pool of Applicants meeting all the posted requirements will be shared with the Chief Judge to be reviewed and completed by October 28, 2024. • For the Full Time Judge position: o Chief Judge will convene a panel to screen and interview the eligible applicant packets. o The panel will select and invite a group of candidates to participate in the interview process with the objective of selecting 5-8 eligible candidates. o Interviews will be conducted November 4 - 15, 2024. o Panel members will include the Chief Judge, Deputy Chief Judge, Director of Municipal Court, Assistant City Manager, a Council Member, and a representative from the Diversity and Inclusion Department. To the Mayor and Members of the City Council October 22, 2024 ,A Page 2 of 2 * VA SUBJECT: PROPOSED JUDICIAL RECRUITMENT AND APPOINTMENT PROCESS • For the Part -Time Judge positions: o Chief Judge and Deputy Chief Judge will review the eligible applicant packets with the objective of selecting 5-8 eligible candidates. o Interviews for the Part -Time Judge positions will also be held November 4 - 15, 2024. o Panel members will include the Chief Judge, Deputy Chief Judge, Assistant Court Director, a representative from the Diversity and Inclusion Department, as well as Directors from other departments. • The week of November 18th, the Chief Judge will share the selected candidates with the Assistant City Manager and City Manager prior to going to the Legislative Affairs Committee for approval of the recommendations by the panel. • At the Legislative Affairs Committee meeting on December 10th, the Chief Judge will provide an update and recommendation to appointment the new Full Time Judge and Part -Time Judges and set compensation. • The M & C to complete judicial appointment process will be placed on Tuesday, December 10th Council agenda. Currently, there is an immediate need to fill one (1) vacant Full -Time judicial position due to former Chief Judge Danny Rodgers' retirement on December 31, 2023, as well as the need for three (3) additional Part -Time judicial positions.
