HomeMy WebLinkAboutOrdinance 27125-09-2024Ordinance No. 271.25-09-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT OF $66,782.73, FOR THE PURPOSE OF REIMBURSING EXPENSES RELATED TO THE FORT WORTH PUBLIC LIBRARY'S PARITICIPATION IN THE INTERLIBRARY LOAN (ILL) COOPERATIVE STATEWIDE RESOURCE SHARING PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund, subject to the receipt of the grant, in the amount of $66,782.73, for the purpose of reimbursing expenses related to the Fort Worth Public Library's participation in the Interlibrary Loan (ILL) Cooperative Statewide Resource Sharing Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of Fiscal Years 2018 and 2023 Interlibrary Loan Program awards from the Texas State Library and Archives Commission in amounts totaling $66,782.73; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund for a total amount of $66,782.73, for the purpose of reimbursing expenses related to the Fort Worth Public Library's participation in the Interlibrary Loan Cooperative Statewide Resource Sharing Program. DISCUSSION: This Institute of Museum and Library Services (1MLS) reimbursement is funded by the Federal Library Services and Technology Act (LSTA) and administered by the Texas State Library and Archives Commission (TSLAC). Through this annual process, the TSLAC has awarded the Fort Worth Public Library (Library) reimbursements based on the Library's participation in the Interlibrary Loan (ILL) Cooperative Statewide Resource Sharing Program. This program provides nationwide reciprocal borrowing services among libraries to fill requests for customers when desired materials are not readily available in their local libraries. The reimbursement amounts are determined by a formula based on the number of items loaned by the Fort Worth Public Library to other participating libraries during each State Fiscal Year (FY). The awards are intended to partially reimburse expenses related to participation in the program. Continued participation in the ILL program and the resulting annual reimbursements are benefits of maintaining the Library's annual accreditation as a qualified member of the Texas Library System. A review of all ILL Reimbursement Awards identified two as not having approved Mayor & Council Communication's (M&C). The most recent ILL reimbursement award was received for State Fiscal Year 2023 in the amount of $21,934.20, and a previous award was received in the amount of $44,848.53 for State Fiscal Year 2018. The combined total of the two awards is $66,782.73. This M&C authorizes the acceptance and appropriation of those funds for reimbursement of the related expenses from those Fiscal Years. FISCAL INFORMATION 1 CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Library Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditures being incurred, the Library Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
