CREATING THE EMS ADVISORY BOARD AND THE MEDICAL CONTROL
ADVISORY BOARD
WHEREAS, in 1988, the City of Fort Worth (the "City") and certain other Tarrant
County municipalities came together to create a regional ambulance and emergency medical
services ("EMS") agency known as the Area Metropolitan Ambulance Authority, d/b/a
Medstar, (the "Authority") through the adoption of a uniform EMS ordinance and interlocai
cooperative agreement under the provisions of Section 773.051 of the Texas Health and Safety
Code and pursuant to Ordinance Number 10094;
WHEREAS, now known as the Metropolitan Area EMS Authority and operating under
the trade name Medstar Mobile Healthcare, the Authority operates under the Restated and
Amended Interlocal Cooperative Agreement executed in 2020 (Fort Worth City Secretary
Contract No. 54348; hereinafter, the "Agreement") and an updated uniform EMS ordinance;
WHEREAS, the Agreement provides that the Authority shall continue in existence
until all local governments that are party to the Agreement (the "Member Cities") withdraw
from the Agreement;
WHEREAS, the Member Cities have, pursuant to the Memorandum of Understanding
and Agreement ("MOUA") executed by each Member City agreed to: withdraw from and
terminate the Agreement; dissolve the Authority; and designate the City as the licensed
EMS Provider for the Member Cities' jurisdictions;
WHEREAS, the MOUA further provides for the transition of all EMS related services,
operations, assets, and responsibilities to the City, to be administered by the City of Fort
Worth Fire Department;
WHEREAS, the Fort Worth Fire Chief, acting under the direction of the Fort Worth
City Manager or their designee, � shall be responsible for providing direct management and
day-to-day oversight of City EMS and the EMS System and will have the powers and duties
afforded and required of fire chiefs under state law;
WHEREAS, the City and the Member Cities, by and through the MOUA and each
Member City's EMS Interlocal Agreement, agree that, to ensure medical best practices,
Member City representation, and community engagement, it is necessary to create the EMS
Advisory Board and the Medical Control Advisory Board;
WHEREAS, on May 21, 2024, and pursuant to Resolution No. 5956-05-2024, the Fort
Worth City Council approved the recommendation to create two new advisory boards in
support of the new EMS System; and
WHEREAS, this Resolution shall be effective as of the date of its adoption by the
Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
1. The Fort Worth City Council hereby approves the appointment of the EMS
Advisory Board (the "EAB"). The EAB is hereby created as an advisory body to the
City and for the purposes of performing review of and providing advice to the
City on matters related to the EMS System, the EMS System budget, and the
associated service to the City and those units of government who have contractually
agreed to receive EMS System services from the City through an EMS Interlocal
Agreement.
a. The EAB's membership will consist of the following voting members: one
representative designated by each of the units of government that is a party
to an EMS InterlocaI Agreement with the City, and the Fort Worth Fire Chief,
or their designee, who shall serve as the EAB Board Chair. The Medical
Director, or their designee, shall serve as a non -voting member. Accordingly,
the initial appointments for the EAB shall include the following
representatives, or their appropriately named designee:
i. Blue Mound — Fire Chief Jason Wood
ii. Edgecliff Village — Fire Chief Jeffrey Ballew
iii. Forest Hill — Fire Chief Steve Gutierrez
iv. Fort Worth — Fire Chief Jim Davis, Chair
v. Fort Worth Medical Director — Dr. Jeffrey Jarvis, MD — Non -Voting
vi. Haltom City -- Fire Chief Brian Jacobs
vii. Haslet — Fire Chief Kirt Mays
viii. Lake Worth — Fire Chief Ryan Arthur
ix. Lakeside — City Administrator Norman Craven
x. Richland Hills — Fire Chief Russell Shelley
xi. River Oaks — Fire Chief Russell Shelley
xii. Saginaw — Fire Chief Doug Spears
xiii. Sansom Park — Fire Chief Dave Lincoln
xiv. Westover Hills — Sgt. Aaron Sheehan
xv. Westworth Village — City Administrator Brandy Barrett
xvi. White Settlement — Fire Chief Rick Sanderson
b. The EAB shall review and advise on matters related to the performance of the
EMS System and advise the City regarding issues related to the EMS
System's goals and standards, including medical direction and clinical
oversight and selection of the Medical Director;
c. The EAB will recommend performance standards for the EMS System,
including response travel times, call processing time, and data collection and
reporting standards;
d. To ensure Iong-term fiscal sustainability of the EMS System, the EAB will
review the EMS System budget and conduct an annual budget workshop
to advise the City concerning revenue and expenditures for the EMS System;
e. The EAB may, as determined by a majority vote of its members, establish
various subcommittees, consisting of members of the EAB, for purposes that
the EAB deems necessary and that are consistent with its general role as
provided by this Resolution and the EAB's governing documents; and
f. The EAB shall establish and adopt written bylaws consistent with this
Resolution and to include other matters as may be required and prudent for
the EAB to adopt.
2. The Fort Worth City Council hereby approves appointment of the Medical Control
Advisory Board (the "MCAB"), which shall serve as an advisory body to the City
and for the purposes of advising the City about the clinical performance of the EMS
System.
a. The MCAB's membership will consist of the following voting members:
(1) the Medical Director (or a designated associate medical director), who
shaII serve as the Board Chair; (2) the Emergency Department physician
medical director, or designee, from each full -service Emergency Department
located in the Service Area; and (3) at least four physician members to
represent relevant specialties or sub -specialties of benefit in developing
standards for emergency out -of -hospital care, with broad representation
from different hospital systems, with such members to be recommended by
a majority of the then -existing members of MCAB and to be appointed by
the City. The Fort Worth Fire Chief, or their designee, shall serve as a non-
voting member. A majority of the voting members of the MCAB must be
physicians who are board certified in Emergency Medicine or Pediatric
Emergency Medicine, or a related medical field. The MCAB may, by an
affirmative vote of two-thirds of its voting members, elect to add other non-
voting members as it deems appropriate. Accordingly, the initial
appointments for the MCAB shall include the following representatives, or
their appropriately named designee:

iii. Fort Worth Fire Chief — Jim Davis, Non -Voting
iv. Fort Worth Medical Director — Dr. Jeffrey L Jarvis, MD — Chair

vi. Medical City Alliance — Dr. Sam Matthews, MD
vii. Medical City Fort Worth — Dr. Alana Snyder, DO
viii. THR Alliance — Dr. Brad Commons, MD
ix. THR Fort Worth (Harris) - Dr. Terrance McCarthy, MD
x. THR Southwest -- Dr. Michelle Beeson, MD
xi. THR Hugley — Dr. Sam Haraldson, MD
b. The MCAB shall advise the City about the clinical performance of the EMS
System;
c. The MCAB shall review medical protocols and clinical policies and
procedures for the EMS System and make recommendations to the Medical
Director;
d. The MCAB will represent the interests of the medical community and First
Responders, Medical Transportation Providers, and ambulance standby
providers by making recommendations for improvements to the EMS System
as needed;
e. The MCAB will recommend and review research conducted within the
associated service area of the EMS System;
f. The MCAB shall participate in the selection of the Medical Director and
review of the Medical Director's clinical performance through processes
established by the City, provided, however, that the then -current Medical
Director will not participate in matters related to their current duties and
performance; and
g. The MCAB shall establish and adopt written bylaws consistent with this
Resolution and to include other matters as may be required and prudent for
the MCAB to adopt.
