SEMI-ANNUAL AFFIRMATIVE ACTION PLAN MONITORING REPORT
This report covers the first half of the 1990 calendar year. The City' s new
computerized affirmative action program produced the statistical basis of the
information provided herein.
A report covering the last half of 1990 will be provided to the City Council after
year-end data becomes available next year.
While the hiring freeze imposed in February 1990 affected departments' ability to
carry out their affirmative action plans as regards new hires , aggressive
outplacement efforts prevented adverse impact on minorities and women during
downsizing.
I. Statistical Data: Availability and Underutilization
The attachment titled "June 30, 1990 Monitoring Report" is a statistical anal-
ysis of the composition of the City's work force.
For each protected class (Women, Blacks, Hispanics) and each of the City's 33
Job Groups, the availability percentage (the targeted representation goal) , the
incumbency percentage (the percentage of protected class incumbents as of June
Plk 30, 1990), the shortfall in terms of the actual number of persons needed to
meet the targeted representation, and the total incumbency in each Job Group as
of June 30, 1990 are presented.
II. Promotions/Reclassifications
There were 220 promotions and reclassifications during the third and fourth
quarters: 35.5% involved women and 36.3% involved minorities (24.5% Blacks and
11.8% Hispanics) . Sixteen (16) Police Officers were appointed: 25% were
Black, 25% were women, and 19% were Hispanic. Nine (9) Police Corporal/
Detectives were appointed including 2 Blacks and I woman. Sixteen (16)
Firefighters were appointed, 19% involved Blacks. Also, Mr. Lonzo Wallace (BM)
was appointed by the Fire Chief into a Deputy Fire Chief position; and, Mr.
Sam Hill (BM) was appointed by the Chief of Police into a Deputy Chief
position.

IV. Outcome of Efforts to Place Laid-off Employees
The City was very successful in- placing employees whose positions had been elim-
inated from the FY 90-91 budget. Most of the positions were vacant because of
the hiring freeze imposed in February 1990. A total of 88 employees were tar-
geted for layoff during FY 89-90. These 88 employees included: 51 Caucasians ,
21 Blacks, 13 Hispanics, 4 Others, and 33 women.
The outcome of placement activities are summarized below:
