Subject: UPDATE ON ANIMAL CONTROL OPTIONS FOR KENNEL SERVICES
on February 5 , 1991 , the City Council directed staff to develop
three options for provision of kennel services in the -Animal
Control Program. These options were ( 1 ) Lease-Purchase of an
Animal Control facility. ( 2 ) Construction of a City owned Animal
Control facility. ( 3) Contracting for Kennel Services with pub-
lic/private agencies .
Progress achieved on each of these options is outlined below.
I . Lease-Purchase of an Animal Control facility. The lease-
purchase agreement has been drawn up. Careful attention was
given to the terms of the lease-purchase agreement to encourage
bidders to be creative in their response . For example :
Bidder has complete freedom in length of term of lease up to
twenty years .
Bidder can structure payout schedule within twenty year time
period.
No requirement on purchase price is set.
No restrictions are set on how bidder finances the
project.
No qualifications for submitting bid are written in, ie .
allow bids from realtors , property managers , construction
companies .
The request for bids on the lease purchase agreement was adver-
tised on March 7 and 14 . A list of 92 potential bidders were
sent the bid packet . The next action on this option will occur
on March 28 when the bids are opened and reviewed. on April 4 , a
vendor will be selected for recommendation to Council if this
option is chosen.
II . Construction Option - on February 14 , 1991 , a notice to
bidders for construction bids was released. Ten general contrac-
tors picked up plans for the Animal Control facility. Bids sub-
mitted by vendors were opened and reviewed on March 14 , 1991 . A
total of six responses were received. A recommended contractor
will be selected on March 28 , 1991 . Construction and substantial
completion of the facility can be projected for March 22 , 1992 .

III. contracting for Kennel services - The request for proposal
was advertised on February 21 , and 28, 1991 . The Purchasing
staff contacted by phone approximately 75% of the vendors listed
in the yellow pages under Kennel/Animal Hospital designation to
learn of their interest in submitting a proposal . of those
contacted, nine vendors asked to receive the RFP . Additionally,
individual veterinarians who were already on the vendor file in
Purchasing were sent the RFP . A total of eight individuals were
on this list.
on March 14 , one proposal was received and opened. Panel inter-
views with each vendor submitting a response will be scheduled
from March 22 , 1991 - April 5, 1991 . A recommended vendor will
be selected on April 9 , 1991 .
we anticipate having a recommendation for City Council action on
the Agenda of April 23 , 1991 . The M & C will outline the three
options, the vendor recommended for each option and the basis of
our final recommendation to you.
