ADDENDUM TO 2025-2026 SUBSCRIPTION AGREEMENT
BETWEEN THE CITY OF FORT WORTH AND
FISH, FISH AND LONG D/B/A TEXAS LEGISLATIVE
SERVICE
This Addendum to the 2025-2026 Subscription Agreement ("Addendum") is entered into by and
between Fish, Fish and Long d/b/a Texas Legislative Service ("Telicon") and the City of Fort Worth
("City" or "Subscriber"), collectively the "parties," for access to Telicon's legislative information system.
The Contract documents shall include the following:
1. The 2025-2026 Subscription Agreement;
2. This Addendum.
Notwithstanding any language to the contrary in the attached 2025-2026 Subscription Agreement
(the "Agreement"), the Parties hereby stipulate by evidence of execution of this Addendum below by a
representative of each party duly authorized to bind the parties hereto, that the parties hereby agree that the
provisions in this Addendum below shall be applicable to the Agreement as follows:
1. Indemnity. To the extent the Agreement, in any way, requires City to indemnify or hold
Telicon or any third parry harmless from damages of any kind or character, City objects to these terms and
any such terms are hereby deleted from the Agreement and shall have no force or effect.
2. Compensation. Total compensation under the Agreement will not exceed Thirty Thousand
Dollars and 00/100 ($30,000.00).
3. Taxes. City is a tax-exempt governmental entity and is not required to pay taxes. City shall
provide evidence of its tax-exempt status to Telicon upon request.
4. Insurance. The City is a governmental entity under the laws of the state of Texas and
pursuant to Chapter 2259 of the Texas Government Code, entitled "Self -Insurance by Governmental
Units," is self -insured and therefore is not required to purchase insurance. To the extent the Agreement
requires City to purchase insurance, City objects to any such provision, the parties agree that any such
requirement shall be null and void and is hereby deleted from the Agreement and shall have no force or
effect. City will provide a letter of self -insured status as requested by Telicon.
5. Law and Venue. The Agreement and the rights and obligations of the parties hereto shall be
governed by, and construed in accordance with the laws of the United States and state of Texas, exclusive
of conflicts of laws provisions. Venue for any suit brought under the Agreement shall be in a court of
competent jurisdiction in Tarrant County, Texas. To the extent the Agreement is required to be governed
by any state law other than Texas or venue in Tarrant County, City objects to such terms and any such
terms are hereby deleted from the Agreement and shall have no force or effect.
6. Riaht to Audit. Telicon agrees that City shall, until the expiration of three (3) years after
final payment under the Agreement, have access to and the right to examine any directly pertinent books,

documents, papers and records of Telicon involving transactions relating to the Agreement. Telicon agrees
to provide all such records to the City upon request.
7. Confidential Information. City is a government entity under the laws of the State of Texas
and all documents held or maintained by City are subject to disclosure under the Texas Public Information
Act. To the extent the Agreement requires that City maintain records in violation of the Act, City hereby
objects to such provisions and such provisions are hereby deleted from the Agreement and shall have no
force or effect.
8. Addendum Controlling. If any provisions of the attached Agreement conflict with the
terms herein, are prohibited by applicable law, or conflict with any applicable rule, regulation or ordinance
of City, the terms in this Addendum shall control.

Dear TLS Subscriber,
Hard to imagine that the 891h Legislature is just around the corner with prefiling beginning on November
11th. After all, we were in session last year until December 5. This year is also a very special year for
Texas Legislative Service as we celebrate the vision our founder and grandfather, Walter Long, had 100
years ago to provide access to the legislation and proceedings of the legislature with the creation of
Texas Legislative Service.
Every session we look forward to introducing ne.•, features and powerful new tools to navigate the
legislative process, but this year we have added some of our most impressive features as part of your
service. For example...
• The powerful TELICON Al search function goes beyond simple words to find legislation that can
affect you or your clients. For example, you can ask to see any legislation about "drugs" and it
will find bills with language such as "prescription", "narcotic", "opioid", "fentanyl",
"medication",...
• The TELICON Al has the ability to analyze a piece of legislation and give you a section -by -section
analysis of the impact, draft proposed testimony in support of the legislation, draft proposed
testimony opposed to the legislation, locate any ambiguous language, as well as allow you to ask
questions about the bill such as how the bill would affect your client.
• In addition to our bill text comparison, TELICON AI can detail for you the impact of the changes
between different versions.
• Did you know that Walmart was mentioned by name in 50 committee meetings last session?
Now you can not only search through all committee testimony but jump in the video to the
exact location where it is mentioned, isolate specific portions of the meeting, "clip" the video,
add commentary, and email the video and the transcript to your client.
• There is a new NIGHTLite report that is designed to remove the hassle of the "Friday Report"
that many TELICON subscribers prepare each week and send to their clients. NIGHTLite lets you
decide what bills and what comments as well as what day and how often you want to send your
client a tracking report, matrix report, and committee hearings. Because it runs automatically,
you don't have to spend hours preparing the report or worrying about forgetting to send it.
• We offered projected votes for specific bills last session, but this year, you can create a
projected vote on an issue. For example, you can create a projected vote on "gun control" and
compare that projected vote to any vote on any bill in the same chamber.

Granted, with all of these new tools, we will be discussing them in detail at the upcoming 2024-2025
Legislative Seminar which is scheduled for November 19 and 20th with an additional session on January
10th, at the ATT Center on the LIT Campus. We will be posting the registration link online shortly.
As with previous sessions, there are a number of options that might be suitable for your office. The
most popular are immediate Alert notifications directly to your phone or email, additional users or
NIGHTWriter reports, and the ATLAS bill analysis system.
The most important thing is to make sure you have the tools you need to succeed at the capitol.
Enclosed is a copy of your subscription agreement for next session with the same options that you
subscribed to for last session. And again, the service for this session includes all of the new features
mentioned above including TELICON Al.

SPECIAL PROVISIONS
Special Session invoices are mailed at the conclusion of the session. In the event that a
special session lasts less than 30 days, the above payment will be prorated evenly for the
number of calendar days since the special session was convened. In no event will a single
special session last more than 30 calendar days.
The equal payment plans are designed to spread over the two year period the total cost of
the Regular Session, Sustaining and TELICON. If the need for cancellation occurs prior
to December of 2026, the amount of service provided minus the payments made is calculated
and a final invoice will be sent based on the cost of the subscription materials delivered
but for which payment has not yet been received under the proration.
