HomeMy WebLinkAboutIR 7551 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7551 Page 1 of 3 sorry To the Mayor and Members of the City Council 0 September 17, 1991 Subject: RESPONSE TO CITY COUNCIL QUESTIONS REGARDING M&C C-13056 AUTHORIZATION TO PROCEED WITH REVISED CENTRAL LIBRARY 1986 CIP PROJECT INTRODUCTION The City Council asked three questions in the discussion of M&C C-13056, "Authorization to Proceed with Revised Central Library 1986 CIP Project." The questions were: (1) What is being proposed to mitigate the water infiltration problem? (2) Explain the third recommendation of M&C C-13056, and (3) What would be the cost to abandon the existing Central Library facility in favor of a new facility? Included below are responses to those questions. ell, WATER INFILTRATION PROBLEM Several factors may have played a role in the problem of water infiltration at the Central Library. The proposed plan to mitigate water infiltration into the Central Library includes all of the following: a) removal of the existing roofing and plaza paving, b) closing and removal of Lamar Street, c) removing the existing waterproofing system, and d) installing a new waterproofing system. This includes replacement of the expansion joint system that has caused so much trouble in the lower level. The closure of Lamar will eliminte vehicular traffic which we believe is a major cause of building movement. Building movement creates hairline cracks through which water can enter the building. After the waterproofing system is installed, a new plaza surface will be built that is designed to shed the water from the building as quickly as possible to minimize the possibility of future problems. During the reconstruction of the streets around the library, a new storm drainage system will be installed to take the water away from the library site. The new plaza material is also deisgned to inhibit the transfer of stresses into the library structure that Could cause cracking. op1b, _o. -ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS PINFORM�Al_ REPORT TO CITY COUNCIL MEMBERS No 7551 Page 2 of 3 To the Mayor and Members of the City Council September 17, 1991 Subject: RESPONSE TO CITY COUNCIL QUESTIONS REGARDING M&C C-13056 AUTHORIZATION TO PROCEED WITH REVISED CENTRAL LIBRARY 1986 CIP PROJECT During the Phase One construction, it is proposed to Include much of the underground structural portions necessary for future completion of the library tower. In this way, it will not be necessary to penetrate the waterproofing system a second time. ENVIRONMENTAL EVALUATION (M&C RECOMMENDATION NO.3) The roof of the plaza entrance will be replaced, and the skylights reworked to stop the water infiltration at that point. The water damage to the ceiling of this entrance must be repaired; however, before any existing materials can be distrubed, an environmental assessment must be performed. It is believed -there may be asbestos containing material present in the ceiling area, and if so, it will be necessary to abate the material before replacing the roof. The written report will address priorities and recommend remedial actions as well as provide specifications for necessary abatement work. Any abatement work must then occur prior to construction. A contract to remove any asbestos that may exist would be brought before the City Council for consideration. ABANDON EXISTING FACILITY One suggested alternative is to abandon the existing Central Library facility in favor of an entirely new building. To replace the existing 125,000 square feet plus add the subsequent planned square footage in the current design (a total of 197,000 square feet) would cost approximately $30 - 38 million in today's dollars. To build the total completed Central Library through Phase 3 (a total of 260,000 square feet) would require a total expenditure of $40 - 52 million. These figures are based on the average cost per square foot of (14) fourteen central libraries now being built in the United States (See attached chart). These figures do not Include the parking garage nor the cost of relocating the existing Central Library functions while construction is underway, assuming the use of the same site or land purchase costs if another downtown site is acquired. The costs do include the additional structure and heating/air conditioning requirements for a larger above ground facility. To salvage any future use of the present underground facility, the water Infiltration must be resolved even if used as a parking garage.
