Subject: FOREST PARK POOL RENOVATION/RECONSTRUCTION

The 1986-1988 Capital Improvements Program provided $575,000 for
the design and renovation of the Forest Park Swimming Pool. The
purpose of this project was to determine and address the causes of
a severe water loss problem, thereby reducing excessive operating
costs.
At the City Council worksession on May 7, 1991, the City Council
heard a presentation by members of the Park and Recreation Advisory
Board in favor of advertising the project for bids . During this
meeting, the City Manager suggested the possibility of pursuing a
joint venture with the Fort Worth Independent School District in
building a year-round swimming facility instead of constructing
improvements to the Forest Park pool. Attendance at the Forest
Park pool has steadily declined over recent years, and the City
Manager suggested that such a joint venture might be a more cost-
effective approach to this service. The City Council directed
staff to advertise the Forest Park pool project for bids and to
report back to Council with construction costs.
The renovation project has been designed to fully resolve the water
loss problem. The bid package was structured as follows:
The Base Bid: The replacement of all pool- systems which deliver,
circulate and discharge water, including the filtration system,
supply and return lines and main drain lines; new gutter system; a
PVC liner; plumbing for a new water play feature in the wading
pool; required demolition.
Five "Add" Alternates : A new filtration pump; new pool ladders; new
lifeguards stands; new diving boards; pool deck resurfacing.
Four "Delete" Alternates: The use of a shotcrete wall texturing
instead of the PVC liner; deleting the "zero depth" floor in the
wading pool; eliminating the plumbing for the water play feature in
the wading pool; changes to the gutter design.
The project was advertised for bids on July 11 and July 18; bids
were received on August 1, 1991 . The low base was $611,325. The
acceptance of all "add" alternates and none of the "delete"
alternates would result in a total contract amount of $658,353.
Contingencies, administration, inspection and testing costs would
bring the total project budget to $730,772.
It is possible to construct a project which would include none of
the "add" alternates and accept all of the "delete" alternates.
The total budget for this minimal project would be $570,679 ,
inclusive of a contract of $514, 125 . It is estimated that this
pw minimal project would resolve up to 85% of the present water loss
problem ( 10 million gallons for a 106 day season) .

Of the original project budget of $575, 00, only $509,706 remains
for construction. Additional funds would be required to complete
this project, ranging from $60,973 to $221,066.
Based on the excessive funding requirements and relatively low
usage of this pool, staff recommends that this project be dropped
and that an alternative use of these Park Bond Funds be explored.
Should the City so direct, staff will actively pursue a possible
joint venture with FWISD and other options.
