WORTH, TX Contract Renewal— CSC 60934-R1 Page 2 of 2 City of Fort Worth, Texas Mayor and Council Communication DATE: 12/12/23 M&C FILE NUMBER: M&C 23-1067 LOG NAME: 35MICROSCOPE CADRE FORENSICS SYSTEM SUBJECT (ALL) Authorize Execution of Sole Source Agreement with Cadre Research Labs, LLC for a Cadre TopMatch 3D System for the Police Department in an Annual Amount of $141,050.00 for the First Year and Authorize One (1) Four -Year Renewal Option RECOMMENDATION: It is recommended that the City Council authorize execution of a Sole Source Agreement with Cadre Research Labs, LLC for a Cadre TopMatch 3D System for the Police Department in an annual amount of $141,050.00 for the first year and authorize one (1) four-year renewal option. DISCUSSION: The Police Department will use this agreement to procure the Cadre System: a 3-dimensional (3D) imager and virtual comparison microscope (VCM), which acquires 3D scans of the surface of fired cartridge cases. 3D scanning systems are the next step in strengthening the forensic firearm examination and comparison process. Currently, forensic firearm comparison is a subjective science that relies primarily on the opinion of a firearm examiner to conclude whether or not evidence is related. With the implementation of Cadre's 3D technology, we will be able to image fired evidence and allow the instrument to group the evidence using an algorithm. The use of algorithms will help support and strengthen the subjective determinations of the firearm examiner. The purchase of the Cadre System will strengthen the Fort Worth Police Department Crime Laboratory (FWPDCL) Firearm Unit and will help ensure that we are on the forefront of the technological advancements in forensic science. The implementation of the system has several benefits to the Fort Worth Police Department: • Rapid acquisition of firearm evidence and algorithm -based grouping will tell us what cartridge cases are related and what firearm they are related to. This rapid acquisition will allow us to disseminate the information to the Detectives in a timelier manner, strengthening their investigation; • Cadre's triage function will assist our Firearm Technician by rapidly determining cartridge case groupings and determining the most well marked specimen for entry into the National Integrated Ballistic Information Network (NIBIN); • The VCM capability will allow our Firearm Examiners to conduct case reviews and verifications remotely; • The Cadre VCM has been validated by the FBI Firearms and Toolmarks Unit as well as the Royal Canadian Mounted Police (RCMP). They are also working directly with National Institute of Standards and Technology (NIST) on the validation of the algorithms; and • The Texas Forensic Science Commission has also recommended that the FWPDCL adopt and implement the 3D technology No guarantee was made that a specific amount of goods or services would be purchased. FUNDING: The maximum amount allowed under this agreement will be $141,050.00, however the actual amount used will be based on the need of the department and available budget. The annual department allocation for this agreement is: Department Amount Project Police Capital Fund - Project 104466 - $141,050.00 PD FY23 Crime Lab Equipment Funding is budgeted in the Police Public Safety -Grants Department's CCPD Capital Projects Fund for the purpose of funding the PD FY23 Crime Lab Equipment project, as appropriated. DVIN-BE: A waiver of the goal for Business Equity subcontracting requirements is approved by the DVIN-BE, in accordance with the Business Equity Ordinance, because the Business Equity Waiver is based on the sole source information provided by the Police Department. ADMINISTRATIVE CHANGE ORDER: An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. AGREEMENT TERMS: Upon City Council approval, this agreement shall begin upon execution and expire one year from that date. RENEWAL OPTIONS: The agreement may be renewed for one (1) four-year renewal period. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the CCPD Capital Projects Fund for the PD FY23 Crime Lab Equipment project to support the approval of the above recommendation and execution of the agreement. Prior to any expenditure being incurred, the Police Department has the responsibility to validate the availability of funds.
