The lengthy and complicated process of selecting a health care plan for City
employees and retirees is nearing an end after more than 10 months of work by
the City staff and the Employee and Retiree Insurance and Benefits Advisory
Committees.
Open Enrollment began on August 12 for active employees and on August 30 for
retirees. Open Enrollment closed for actives employees on September 13 and
currently continues for retirees.
Approximately 195 open enrollment meetings for active employees were
conducted at 34 different city facilities during 19 working days. An average
of 20 meetings per day at 8 sites were held beginning as early as 6:00 am and
ending at 1:00 am. Meetings were scheduled to accommodate employee shifts
without disrupting City services to the public. A team of 32 City employees
conducted these meetings.
The Risk Management's Employee Benefits Program is finalizing the enrollment
process. The active employee process has been completed. Two follow-up
insurance classes on the Employee Health Plan have been conducted.
Additionally, a team of departmental "Insurance troubleshooters" have been
trained, oriented and continue to meet on a quarterly basis.
According to the City records, 5,017 employees have enrolled into the Harris
Methodist Health Plan. 92 employees opted to waive their group insurance
coverage and 27 employees failed to enroll by an extended deadline, wherein,
their insurance was terminated.
As of November 1, we have received enrollment forms from 1,455 retirees. A
total of 22 home visits have been made to homebound retirees needing
assistance with their enrollment. 153 retirees still have not enrolled and
every effort is being made to insure their continuance of coverage.
with the implementation of the City's new policy requiring all eligible new
hires living in the service area to enroll in the City's HMO plan, out of 108
new hires, only one person lived outside the service area. This employee
will move into the service area in order to enroll into the City's health
care plan.
Harris Methodist Health Plan agreed, as part of its contract award by the
City Council , to use its best efforts to effect membership in the Harris
network of Huguley, HCA Medical Plaza, and Osteopathic Medical Center of
Texas. Enclosed is a summary report or Attachment I, that details the
current status of the provider network.
Since the approval of the Harris Methodist Health Care Plan, numerous
physicians and three additional hospitals have been added to the Harris HMO
network. On August 26, 1991, 45 physicians were credentialed and 12 are
Doctors of Osteopathy. On October 30, 1991, 127 physicians were credentialed
and 67 are Doctors of Osteopathy. The geographical locations of Primary Care
Physicians (PCP) both M.D. and D.O. are highlighted on Attachment Il.

In summary, the City's Employee Health Insurance Program has been a smooth
transition and a positive one. Several employee Insurance representatives
have reported positive reports on the new City's new group health plan.
