MEMBERS No. 7575 ` ,"'{ fo January ?, 1992 To the Mayor and Members of the City Council u� `rexA`'« Subject; PHASE II REDISTRICTING PROCESS STATUS REPORT r., Phase II of the Redistricting Process was officially initiated at the October 1, 1991, City Council meeting. At this meeting, Mayor Granger publicly announced that the City Council was seeking assistance from the citizens of Fort Worth in drawing the most equitable City Council eight-one (8-1) single-member district plan. Citizens were Informed that Citizens' Guides for preparing plans were available in the City Secretary's Office. The deadline for submitting plans for the City Council's consideration was December 31, 1991. A total of eighty-four (84) Citizens' Guides were requested between October 1 and December 31. Two public workshops on the basic elements of redistricting were conducted with the assistance of City staff, TCU staff, and citizens who had worked on redistricting plans in previous years. The workshops were conducted in central locations; one at the City Council Chamber on October 17th and the second at the Botanic Garden on November 19th. Information on the redistricting process was disseminated to FWISD high school government classes soliciting their participation as a class or group of students. Presentations were made to classes upon request. A total of five (5) eight-one (8-1) single-member district plans were submitted to the City Secretary's Office prior to the December 31, 1991 deadline. These plans were submitted by the following citizens/organizations: 1. M.S. (Stan) Hacker submitted one (1) plan. 2. United Hispanic Council (UHC) and Hispanic 2000 submitted one (1) plan. 3. Cheryl and Tom Walz submitted three (3) plans. Staff will analyze these plans and present each, as submitted, to the City Council at the February worksession. Public hearings will be scheduled and held in each City Council district beginning in February. At these hearings, the five plans received by the City Council will be presented to citizens in an effort to obtain their comments and suggestions. After the public hearings have been completed, the City Council will consider plans submitted and any additional information and input obtained from the public hearings. It is anticipated that in following the above outlined schedule, the City Council should be prepared to approve a single-member district plan by June 1992.
