AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE 2022 BOND PROGRAM
FUND, BY INCREASING APPROPRIATIONS IN CERTAIN IDENTIFIED PROJECTS
(CITY PROJECT NOS. 104216, 104218, 104219) IN THE AMOUNT OF $2,190,000.00, AND
DECREASING APPROPRIATIONS IN THE SIDEWALKS PROGRAMMABLE PROJECT
(CITY PROJECT NO. PB0020) BY THE SAME AMOUNT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2024-2025, as enacted by Ordinance 27107-09-2024, as
amended, is hereby further amended to make the following adjustments to appropriations in the 2022 Bond Program
Fund, by increasing appropriations in certain identified projects (City Project Nos. 104216, 104218, 104219) in the
amount of $2,190,000.00, and decreasing appropriations in the Sidewalks Programmable project (City Project No.
P130020) by the same amount:

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 2, CD 7, CD 8, CD 9 and CD 11) Adopt Appropriation Ordinances in the Amount of $2,190,000.00 to Provide Additional Funding for the
Following 2022 Bond Year 1 Sidewalk Projects (Bowman Roberts Road Sidewalk, Campus Drive & East Seminary Drive Sidewalks, East Berry
Street & East Seminary Drive Sidewalks) and Amend the Fiscal Years 2025-2029 Capital Improvement Program (2022 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting appropriations in the 2022 Bond Program Fund by increasing appropriations in
certain identified projects (City Project Nos. 104216, 104218, 104219) in the amount of $2,190,000.00 and decreasing appropriations in the
Sidewalk Programmable project (City Project No. PB0020) by the same amount;
2. Adopt the attached appropriation ordinance adjusting appropriations in the 2018 Bond Program Fund by increasing appropriations in
certain identified projects (City Project Nos. 104216, 104218, 104219) in the amount of $1,275,000.00 and decreasing appropriations in the
Sidewalks Bicycle Lanes Programmable project (City Project No. PB0002) by the same amount, for the purpose of converting to a static
project; and
3. Amend the Fiscal Years 2026-2029 Capital Improvement Program.
DISCUSSION:
This Mayor & Council Communication (M&C) is to appropriate additional funding for the Sidewalk Year 1 2022 Bond Projects. Three projects
began design with the 2018 Bond program residuals. This additional funding includes the estimated construction, project management, and
railroad agreements costs. The design is completed, and construction is ready to start. The construction scope includes the construction of a 6-
foot-wide sidewalk at the project location identified by Transportation and Public Works (fPW), Transportation Management Division.
City Project No. 104216: The limit of the Bowman Roberts Road Sidewalk project is from Amberjack Trail to Bluegill Drive and will connect the
Marine Creek Ranch Subdivision to Ed Willkie Middle School along the east side of Bowman Roberts Road and will include Americans with
Disabilities Act (ADA) -compliant ramps and street lighting.
City Project No. 104218: combines two locations: 1.) A sidewalk along Campus Drive between East Seminary Drive and Business Hwy 287
(Mansfield Hwy) on the east side of Campus Drive at grade across the Union Pacific Railroad (UPRR) Midlothian Sub tracks, and 2.) Sidewalk
crossings at grade across the same track along East Seminary Drive on both sides between Campus Drive and the City limits.
City Project No. 104219: combines two locations: 1.) A sidewalk across UPRR tracks leased to Fort Worth and Western Railroad (FWWR) at
grade on East Berry Street plus filling in any missing sidewalk on both sides of East Berry Street from Illinois Street to South Riverside Drive, and
2.) A sidewalk at grade across the same railroad on East Seminary Drive plus filling in any missing sidewalk on both sides of East Seminary Drive
from Cole Street to Fair Park Boulevard.

These projects are included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25765-08-
2022) provides liquidity to support the appropriation. Available resources will be used to make any interim progress payments until the debt is
issued. Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022).
Funding for these projects was not included in the Fiscal Years (FY) 2025-2029 Capital Improvement Program due to not having estimated the
railroad agreement and construction costs. The action in this M&C will amend the FY 2025-2029 Capital Improvement Program as approved in
connection with Ordinance 27107-09-2024.
Approvai of Recommendation 2 will adjust appropriations between a programmable project and convert certain identified projects (City Project
Nos. 104216, 104218, 104219) into static capital projects. This action is needed as future funding for these projects is anticipated from other
funding sources and the scope of these projects differs from that of the current programmable project.
Funding is budgeted in the 2022 Bond Program Fund for the Transportation and Public Works Department for the purpose of funding the Year 1
Sidewalk projects.
This project is located in COUNCIL DISTRICTS 2,7,8,9 and 11.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL. INFORMATION 1 CERTIFI_CATION:
The Director of Finance certifies that funds are currently available in the Sidewalks Programmable project within the 2022 Bond Program Fund,
and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the 2022
Bond Program Fund for Year 1 Sidewalk projects as listed and identified above. Prior to expenditures being incurred, the Transportation and
Public Works Department has the responsibility to validate the availability of funds.
