AN ORDINANCE .INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SOLID WASTE FUND UP TO $317,485.00 FROM
AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING GARBAGE SERVICES;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall .also be increased estimated receipts and
appropriations in the Solid Waste Fund up to $317,485.00 from available funds, for the purpose of
funding garbage services.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment .shall ~ in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT APPROVAL OF VARIABLE RATE STRUCTURE FOR GARBAGE SERVICES
RECOMMENDATION:
It is recommended that the City Council:
1. Approve the establishment of a variable rate structure for garbage services based on cart size
effective July 1, 2003; and
2. Approve the following rates as provided for in Section 12.5-842, of the City Code:
BASE RATE
CART SIZE (Plus Sales Tax)
32 gallon $ 8.00
64 gallon $13.00
96 gallon $18.00
• Elective carryout
Base rate listed above, plus $30.00 per residential unit
• Big brush and bulky call-in pickups
4 times per year at no additional cost to customer
Over 4 times at an additional charge of $120.00 per hour (minimum charge $30.00)
• Purchase of 96-gallon yard cart
$50.00 each (No additional fee; service is included in base rate)
® Disabled carryout
Base rate with no additional cost for qualifying individuals
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to
$317,485.00 in the Solid Waste Fund; and
4. Adopt the attached ordinance pursuant to Section 12.5-842 of the City Code which provides that the
City Council shall by ordinance set rates for solid waste collection services.
DISCUSSION:
On November 5, 2002, the City Council approved the new solid waste service program and awarded
vendor contracts to implement the program effective March 31, 2003. One of the goals of the new
program is to increase the City's landfill diversion rate by expanding the current recycling program and
adding a yard trimmings collection program. To provide residents the incentive to recycle more, a "pay-
as-you-throw" system was recommended. Under the new program, residents who recycle more will be
able to select a smaller garbage cart size and reduce the amount they pay for service each month.

Residents will also be able to order one additional cart should their waste generation needs dictate
additional capacity. The rate for additional volume will be the base rate plus the additional cart size
rate, but the maximum charge will be capped at $36.00 per month.
The base rate for garbage service includes once-a-week collection of garbage and recyclable materials
in carts, yard trimmings in paper bags (or purchase and use of an optional yard waste cart), cart
maintenance, and four (4) big trash and brush call-in pickups per calendar year.
The new variable rate structure will generate two months revenue in FY2002-2003 of approximately
$4,190,833.00, which is $317,485.00 over current estimated revenues. In future years, annual revenue
far residential collection is estimated at $25,145,000.00, dependent on cart distribution and use.
The commercial rate structure is currently under evaluation and a recommendation will be brought to
the City Council at a later date.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Solid Waste Fund. The Water Department, as billing agent, is responsible for the
collection of funds from solid waste customers. Revenues will be deposited in the Solid Waste Fund.
