HomeMy WebLinkAboutOrdinance 15420Ordinance No. l~ ~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $226,319.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AMENDMENT NO. 1 WITH RJN GROUP, INC. FOR THE MAIN 189 DRAINAGE AREA SANITARY SEWER EVALUATION STUDY AND IMPROVEMENTS; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002- 2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Project Fund in the amount of $226,319.00 for the purpose funding Amendment No. 1 with RJN Group, Inc. for the Main 189 Drainage Area Sanitary Sewer Evaluation Study and Improvements. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or .judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other. ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of $226,319 from the Water and Sewer Operating Fund to the Sewer Capital Project Fund; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Sewer Capital Project Fund in the amount of $226,319 from available funds; and 3. Authorize the City Manager to execute Amendment No. 1 with RJN Group, Inc. for the Main 189 Drainage Area Sanitary Sewer Evaluation Study and Improvements, thereby increasing the amount of the agreement by $226,319, from $981,374 to $1,207,693. DISCUSSION: On April 16, 2002 (M&C C-19052), the City Council authorized the City Manager to execute an engineering agreement with RJN Group, Inc. for the Sanitary Sewer Main 189 Drainage Area Sanitary Sewer Study and Improvements. Preliminary results from field inspection activities revealed wastewater collection system defects such as cross connection with storm drains, broken and collapsed pipes, and sources of inflow and infiltration within the Main 189 drainage area. Based on a review of field inspection results, maintenance history, and customer complaints, RJN Group, Inc. recommends that additional pipe cleaning, closed circuit television inspection (CCTV), and dye water tests be performed to identify defects that might be contributing to sanitary sewer overflows and backup problems in the area. Under Amendment No. 1, the engineer will perform 100 dye tests and 52,000 linear feet of pipe cleaning and CCTV. In addition, the engineer will prepare designs for priority replacement of approximately 5,000 linear feet of sanitary sewers to eliminate chronic sanitary sewer back-up and overflow problems in the 5400 block of Westcreek Drive, and to correct a severe pipe structural problem at the 6000 block of Cranbury Road. Furthermore, as part of the City's plan to develop a geographic information system (CIS) mapping, the engineer will update the current sanitary sewer base maps based on global positioning satellite (CPS) survey data and field verification of the entire study area to reflect changes in the wastewater collection system. This project is located in COUNCIL DISTRICTS 3 and 6. RJN Group, Inc. is in compliance with the City's M/WBE Ordinance by committing to an additional 30% M/WBE participation on this amendment.
