HomeMy WebLinkAboutOrdinance 27330-12-2024Ordinance No. 27330-12-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING STATE FUND, IN THE AMOUNT UP TO $35,000.00, SUBJECT TO RECIPT OF THE GRANT, FOR A GRANT CASH MATCH FOR THE PURPOSE OF FUNDING THE OFFICE OF THE GOVENOR VICTIMS AGAINST CRIME GRANT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating State Fund, subject to the receipt of the grant, in the amount up to $35,000.00, for a grant cash match for the purpose of funding the Office of the Governor Victims Against Crime grant. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify application for, and authorize acceptance of, the Office of the Governor, Criminal Justice Division, Victims of Crime Act Grant to occur in Fiscal Year 2025 for an additional amount up to $35,000.00 for grant match; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, in an amount up to $35,000.00 for grant match, as a transfer from the Crime Control Prevention District that was included in the Fiscal Year 2025 budget DISCUSSION: On 2/27/2024, the City Council approved Mayor and Council Communication (M&C) 24-0165 and ratified the City's application for, and authorized acceptance of, the Fiscal Year (FY) 2025 Victims of Crime Act (VOCA) Grant (Grant), in an amount up to $136,000.00 which only included the Federal Portion. The purpose of this M&C is to ratify the City's application to include the grant match portion and to request that the Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in an amount up to $35,000.00 for the required match to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division, as required for acceptance of the Grant. Matching funds will be provided through the Fiscal Year 2025 Crime Control Prevention District budgeting process. Indirect cost does apply. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas FISCAL INFORMATION ! CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City.
