AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS CAPITAL PROJECT FEDERAL FUND,
SUBJECT TO THE RECEIPT OF THE GRANT, IN THE AMOUNT OF
$5,099,220.00, FOR THE PURPOSE OF FUNDING THE MCPHERSON-SUMMER
CREEK SAFE STREETS PROJECT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Capital Project Federal Fund, subject to the receipt of the grant, in the amount of $5,099,220.00, for the
purpose of funding the McPherson -Summer Creek Safe Streets project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Council of Governments and the Texas Department of Transportation, in the Amount Up to $5,099,220.00, Authorize Execution of a Grant
Agreement with the Texas Department of Transportation for the McPherson -Summer Creek Safe Streets Project and Adopt Appropriation
Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, the 2025 Transportation Alternatives Program grant, in the amount up to
$5,099,220.00, forthe design and construction of a series of bike lanes and safety improvements along McPherson Boulevard and Summer
Creek Road;
2. Authorize execution of the grant agreement with the Texas Department of Transportation in the amount of $5,099,220.00; and
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Capital Project Federal
Fund, subject to the receipt of the grant, in the amount up to $5,099,220.00 for the purpose of funding the McPherson -Summer Creek Safe
Streets project.
DISCUSSION:
The purpose of the Mayor and Council Communication (M&C) is to request application for and acceptance of if awarded, a Transportation
Alternatives Program (TAP) grant in the amount up to $5,099,220.00 for the design and construction of a series of bike lanes and safety
improvements along McPherson Boulevard and Summer Creek Drive.
The North Central Texas Council of Governments and the Texas Department of Transportation are each dispensing the 2025 TAP grants for
eligible safe routes to school projects that increase mobility and safety along school routes. The application deadline is January 17, 2025, and the
notice of award is anticipated to be received in the late spring or early summer of 2025. Application information has been entered into the Grants
Application Repository record GRNT-APPL-0000000093.
The project goal is to provide a safe connection to three schools, a community center, a regional park and numerous commercial and residential
developments along these busy corridors. The project will connect Summer Creek Middle School, North Crowley Ninth Grade Campus and North
Crowley High School together along with the Chisolm Trail Skate Park and Community Center. The bike lanes will be designed along McPherson
Boulevard, Hulen Street and Summer Creek Drive. The project is not anticipated to remove lanes from the roads. Salaries for project
managers time and eligible indirect costs will be recorded to the project as applicable.
The City will be responsible for providing a 20% local match or up to $1,019,844.00 as part of the grant. A separate M&C will be presented to the
Council once funding has been identified for the grant match requirement. Should no funding be available the Transportation and Public Works
Department will not accept the grant award.
McPherson -Summer Creek is located in COUNCIL DISTRICT 6.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: TxDOT
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current capital budget, as appropriated, in the Grants Cap Projects Federal Fund. The Transportation and Public Works
Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to expenditure
being incurred, the Transportation and Public Works Department has the responsibility to validate the availability of funds. This is a reimbursement
grant.
