Subject. GARBAGE AND RECYCLING COLLECTION SERVICES
The provision of garbage and recycling collection services city wide can be
provided using from one to three providers. Page 1 of Attachment 1 of this report
outlines six different combinations using the three lowest bidders. The column
on the right of page 1 shows the direct cost of service for each combination. The
monthly rate listed for each combination includes the direct and indirect cost of
the services. This monthly rate can be compared to the current rate of$8.85, and
does not include state tax nor the expected $.35 to $.40 increase to be imposed
by the State.
The direct cost and monthly rate in all six combinations does not vary more than
2% from the highest to the lowest cost and rate. The providers, services, and the
service areas are identified for each combination. Pages 2 thru 7 of Attachment
1 show the calculations used to determine the direct cost for each of the six
provider combinations. Attachment 2 is the complete list of all of the bids which
were received by the City.
Should the City Council desire to phase in mandatory recycling in some service
areas, both Waste Management Inc. and Commercial Metals Company are willing
to discuss holding their price (with the escalator clause) for recycling collection
during the phase in period.
Staff requests guidance from the City Council on the awarding of contracts for the
provision of garbage and recycling collection services. Should the City Council
desire additional information, please contact Ramon Guajardo at 871-6191 or
Tom Davis at 871-6301 as soon as possible, and we will attempt to provide the
requested information by Tuesday, April 7, 1992.
