Subject: FORT WORTH IMPACT FEE LAND USE ASSUMPTIONS REPORT

ENABLING LEGISLATION AND $ACKGROUND
In accordance with Texas Local Governments Code, Chapter 395 enacted by the
Texas State Legislature in 1987, the City Council adopted Ordinance No. 10601
entitled "An Ordinance Amending Chapter 35 - Water and Wastewater -
Establishing Water and Wastewater Impact Fees." The Ordinance was adopted on
June 6, 1990 and contained future Land Use Assumptions, descriptions of the
water and wastewater service areas, and a Capital Improvements Plan to
provide for water/wastewater service in the new growth areas of Fort Worth
for the next twenty years. The Ordinance also contained a formula for
charging "impact fees" to offset some of the costs for water and/or
wastewater capital improvements that would serve the new growth area.
The state statute requires that the original ordinance and any amendments to
it be reviewed each three years and amended as necessary to reflect any
changes in land uses, densities, intensities and population in the service
area over at least the following ten (10) year period. The City of Fort
Worth uniform water and wastewater contracts with wholsesale customers also
require that the impact fee, water and wastewater fee schedule be updated at
the same time. On or before May 25, 1993, the City Council will be asked to
conduct a public hearing and to adopt an ordinance that will describe changes
in the Land Use Assumptions and/or Capital Improvements Plan and possibly
changes in the impact fees that were adopted in June 1990.
In accordance with the state law, the Citizen Advisory Committee (CAC) has
reviewed the land use assumptions portion of the Impact Fee Ordinance. The
CAC, which is made up of citizens representing a broad range of the real
estate and development sectors, met on February 25, 1993, to review the Land
Use Assumptions Report of the ordinance. They had several comments which
will be incorporated into the final Land Use Assumptions Report.
Additionally, the Wholesale Customer Impact Fee Committee has reviewed the
Land Use Assumptions Report in detail. Their recommendations were included
in the final report as presented to the Wholesale Water Systems Advisory
Committee and the Wholesale Wastewater Systems Advisory Committee meeting on
February 18, 1993.

The future populations and employment to be served by the Fort Worth Water
and/or Wastewater Systems, including wholesale customers, used in the 1990
Land Use Assumptions report was based largely on data forecasted by the North
Central Texas Council of Governments (NCTCOG) . It was intended that the land
use assumptions to be used for this study would be based upon the population
forecasts presently being prepared by the NCTCOG for their sixteen county
area and the 1990 U.S. Census data. However, due to the timing of completion
of the NCTCOG's forecast and the need for the adoption of the 1993 Land Use
Assumptions, it became apparent that an alternative method of population and
employment forecasting was needed.
Each wholesale customer was requested to provide estimates of their future
populations and employment for the years 2003 and 2013. In some cases the
wholesale customer did not have complete population forecast data and Carter
& Burgess, Inc., the consultant employed to prepare the Impact Fee Ordinance
Update, was assigned the task of providing the forecasts. The consulting
firm was also asked to provide the population and employment forecasts for
the City of Fort Worth with concurrence by the Fort Worth Planning
Department. Each wholesale customer has had the oportunity to revise their
forecast after a review process.
The recent estimates for future populations are somewhat more conservative
than those based upon the 1986 regional forecast. This is due to the down
turn of the national economy and reduced expectations for major new growth.
As an example, the city of Fort Worth population forecast used in the 1990
Land Use Assumptions Report indicated populations of 526,575 in the year 2000
and 563,094 by the year 2010. The forecasts shown in the 1993 Land Use
Assumptions Report indicate populations of 482,450 in 2003 and 511,355 by the
year 2013 indicating more conservative estimates.

The 1993 Land Use Assumptions Report reflects those populations shown in
Table 1 to be served by the Fort Worth water service area for the next twenty
years.

Populations to be directly served by the Fort Worth Wastewater System are
shown in Table 2. Due to private wastewater systems and/or use of individual
septic systems by many persons, the service area populations are slightly
lower than the total forecasted populations. p

The City of Fort Worth presently has a contract with the City of Arlington to
provide wastewater service to west Arlington residents expiring in February
2001. It is assumed for this study that this contract will not be renewed.
For the purposes of the Land Use Assumptions Report, those Arlington
residents to be served through 2001 are included in the service area
population forecasts for 1993 and 2003, even though the contract expires in
2001. The purpose of including the future users is to ensure that adequate
facilities are in place to serve Arlington's population until the year 2001.
These land use assumptions (i.e., forecasted population demands upon the Fort
Worth Water and Wastewater Systems) will be used in preparation of the
Capital Improvement Plan and the final update impact fee calculation. The
updated ordinance adoption schedule calls for a City Council briefing on the
Capital Improvements Plan at its regular meeting date, March 23, 1993. A
Public Hearing on an updated impact fee ordinance is planned for May 25, 1993
which will comply with the requirement to amend the previous ordinance within
the three year time frame.
