AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL ASSESSMENTS FUND IN THE AMOUNT
OF $376,000.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING
AN AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION
TO UPGRADE THE BRIDGE ,RAILINGS ON NEW BRIDGES BEING
CONSTRUCTED OVER IH-30 AT BEACH STREET AND IH-30 AT OAKLAND
BOULEVARD; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Special Assessments Fund in the amount of $376,000.00 from available funds
for the purpose of funding an agreement with the Texas Department of Transportation to upgrade
the bridge railings on new bridges being constructed over IH-30 at Beach Street and IH-30 at
Oakland. Boulevard.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take efFect upon adoption.

SUBJECT APPROPRIATION ORDINANCES AND APPROVAL OF ADVANCE FUNDING AGREEMENT
WITH THE TEXAS DEPARTMENT OF TRANSPORTATION TO UPGRADE THE BRIDGE
RAILINGS FOR BEACH STREET AND OAKLAND BOULEVARD BRIDGES OVER IH-30
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute an advance funding agreement with the Texas Department
of Transportation for upgrading the bridge railings on new bridges being constructed over IH-30 at
Beach Street and Oakland Boulevard in the amount of $376,000; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Assessments Fund by $376,000 from available funds; and
3. Authorize the transfer of $376,000 from the Special Assessments Fund to the Street Improvements
Fund; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Street Improvements Fund by $376,000 from available funds for upgrading bridge railings at the
Beach Street and Oakland Boulevard bridges over IH-30.
DISCUSSION:
Texas Department of Transportation (TxDOT) is in the process of reconstructing the Beach Street and
Oakland Boulevard bridges over IH-30. Currently, TxDOT plans call for a standard bridge railing for
these two bridges which consists of a solid concrete slab with a plain pipe railing on top (see photo "A"
attached).
Since these two bridges are highly visible to tourists traveling westbound on IH-30 and serve as a
gateway to downtown Fort Worth, staff was requested to work with TxDOT to secure a change order for
an upgrade on the standard railing. This modification will ensure a more aesthetically designed railing
to be installed on the two bridges (see photo "B" attached).
The type of railings proposed to TxDOT by City staff would increase TxDOT's contract cost by
$376,000. This cost will be 100% funded by the City using the Special Assessments Fund.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budget, as appropriated,
of the Street Improvements Fund.
