HomeMy WebLinkAboutIR 7700 INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 7700 CTo the Mayor and Members of the City Council March 16, 1993 X Subject: MCLELAND TUNIS CEN= OPMATIONS Background In November 1992, the City Council approved a contract with Peter Brown, a certified tennis professional of the United States Professional Tennis Association, to manage and operate the McLeland Tennis Center. The contract provides for the contractor to assume all personnel costs and retain a decreasing part of the revenues. The City is to retain responsibility for designated supplies, utilities and outside maintenance of the center. The contract also requires that written approval be secured from the Park and Recreation Director for all court fee adjustments with the contractor setting tournament,lesson and league fees. The City will receive a percentage of gross revenues from court use fees based on the schedule listed in the contract escalating from 0% in year 1 to 20% in year 5 (option year 2). On January Z 1993, the McLeland Tennis Center transferred daily operations from the Park and Recreation Department (PARD) to Peter Brown. After assessing the current operations at the center, the contractor has proposed two changes to the court rental fee policy. The first is a court rental period and fee change for the indoor courts which would increase the current fee and rental period from $6.00 for a 45 minute court rental to $10.00 for a one (1) hour rental. No change is recommended for the one and one half hour rental period and fee of $16.00. Increasing the rental time period is intended to provide a better option for users. In addition, the contractor has proposed the offering of a 25% discount during specific time periods that have historically registered low participation levels at the center. This type of promotion has been effective in increasing participation levels at other tennis centers as well as the PARR golf division; it is felt that the proposed program would also work for the McLeland Tennis Center operation. Accompanying these fee adjustments, the contractor is proposing to expand the tennis center's operating hours. Currently the center is open from 8:00 AM to 11-00 Noon and 5:00 PM to 10-00 PM Monday through Friday and 8:00 AM to 5:00 PM on weekends (63 hours/week). The new hours would be from 8:30 AM to 9:00 PM Monday through Friday and 8:30 AM to 6:30 PM weekends (82.5 hours/week). OPL OFFICIAL RECORD CITY SECRETARY F T. WORTH, TEX. Again the contract allows for the Park and Recreation Department Director to authorize fee adjustments, and approval will be issued unless otherwise directed by the City Council.
