AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE RISK FINANCING FUND, IN THE AMOUNT OF
$115,818.00, FROM AVAILABLE NET POSITION, FOR THE PURPOSE OF
FUNDING THE TRANSFER TO THE GENERAL CAPITAL PROJECTS FUND
FOR THE REPLACEMENT OF POLES AND NET AT THE PECAN VALLEY
DRIVING RANGE (CITY PROTECT NO. 105851); PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Risk
Financing Fund in the amount of $115,818.00, from available net position, for the purpose of funding the
transfer to the General Capital Projects Fund for the Replacement of Poles and Net at the Pecan Valley Driving
Range (City Project No. 105851).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL) Adopt Appropriation Ordinances in the Amount of $115,818.00 for the Replacement of Poles and Net at Pecan Valley Driving Range
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Risk Financing Fund in the amount of
$115,818.00, from available net position due to eligible self-insurance loss, for the purpose of transferring to the General Capital Projects
Fund; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects Fund in the
amount of $115,818.00, transferred from the Risk Financing Fund, for the purpose of funding the replacement of poles and net at the Pecan
Valley Driving Range (City Project No. 105851).
DISCUSSION:
In September 2023, a tomado event damaged the Pecan Valley Golf Course driving range, destroying fifteen 60' wooden poles and netting.
The total cost of replacing the broken poles and nets was $115,818.00, The department submitted an internal claim to Risk for repayment of costs
under the Risk Financing Fund. After reviewing the cause of loss, the claim was determined to be payable. The damage value was less than the
City's property insurance deductible, so it was not reported to the property carrier. The City self -insures for losses up to the property policy's
deductible amount; hence, this loss will be covered by the City's self-insurance fund.
Funding is available for appropriation in net position of the Risk Financing Fund for the purpose of funding the replacement of the poles and net at
Pecan Valley Golf Course driving range. The beginning available net position balance is $31,643,349.61 and after the transfer the ending balance
will be $31.527,531.61.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION ! CERTIFICATION:
The Director of Finance certifies that funds are currently available in net position within the Risk Financing Fund and upon approval of the above
recommendations and adoption of the attached appropriation ordinances, funds will be available in the General Capital Projects Fund for the
Pecan Valley Driving Range project to support the approval of the above recommendations. Prior to any expenditure being incurred, Human
Resources and Paris & Recreation Departments have the responsibility of verifying the availability of funds.
