This method of garbage collection increased productivity by enabling crews to collect 15% to 20% more stops each day. It improved safety for collection crews; it decreased odor and rodent problems; it was convenient for residents and it improved the appearance of neighborhoods by not having trash cans on the curb both before and after they had been emptied. The City currently requires that residents use bags made of plastic or paper that are designed specifically for garbage and trash collection. Bags are to be leakproof, weatherproof and of sufficient strength to resist tearing under normal handling. They should not be greater than thirty gallons in capacity and not weigh more than fifty pounds when loaded. They should be securely tied or taped when placed out for collection to prevent spillage and blowing litter. Other kinds of containers such as cardboard boxes and empty fertilizer bags that essentially meet the same criteria as the plastic or paper garbage bags are also permitted. In the case of residents who put out garbage and trash in a manner other than what is prescribed by ordinance, the City's policy has been to collect the materials if possible and to notify the residents of how materials should be prepared for future collection. With the transition from one contractor to another contractor the Issue of putting garbage in cans or racks on the curb has been raised. In areas that had been serviced by BFI in north and northeast Fort Worth, some residents have been allowed on a continuing basis to use cans and racks. On Monday, March 1, 1892, a survey of the 4,500 homes in Summerfields revealed that 145 residents, approximately 3%, had put garbage cans out for collection. Staff estimates the total number of such cases to be between 800 and 1000. OfflCIAL RECORD CITCY SECRETARY . WORTH, TEX.
