HomeMy WebLinkAboutIR 7692 '0 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7692 spa rtara To the Mayor and Members of the City Council March 2, 1993 Subject: FEDERAL AVIATION REGULATION PART 150 NOISE COMPATIBILITY STUDY The City of Fort Worth retained the professional aviation planning services of Greiner, Inc. , to prepare a Federal Aviation Regulation (FAR) Part 150 Noise Study for the City's three general aviation/reliever airports, Alliance, Meacham, and Spinks. Partial funding (903%) was provided by the Federal Aviation Administration (FAA) . Work on the study began in September, 1991 and at that time, Land Use and Technical Operations Committees were formed for each airport. Throughout the study process, these committees have actively participated in reviewing study documents at designated project milestones and provided input to the City and the consultant team. Public involvement was coordinated by PR/Texas, a subconsultant to Greiner, Inc. The purpose of the study is to analyze current land uses and noise patterns in the airport vicinity, reduce existing incompatible land uses, and prevent additional incompatible land uses from occurring in the future. The overall goal of the noise compatibility study is to find solutions to identified noise problems. Workable solutions are then developed which take into consideration the cost of implementation, schedules for implementation and guidelines for determining responsibility for implementation. The study has two major components: The Noise Exposure Maps (NEM) , and the Noise Compatibility Program (NCP) . The noise exposure maps involved the inventory of existing land uses and zoning districts in the airport vicinity. Noise monitoring was conducted to establish the noise contours for both current conditions (1991) and projected conditions in 1996. The noise contours were then overlaid on the existing land uses to identify the extent of incompatible land uses. The second part of the study, the Noise Compatibility Program, identified three categories of noise abatement alternatives to reduce noise impacts: * Operational Noise * Land Use * Continuing Noise Program Within these categories, various alternatives were identified in accordance with the FAR Part 150 Guidelines. Alternatives were evaluated with respect to their compatibility with, and effectiveness of reducing noise impacts at the City's airports. These alternatives were presented to the Technical and Land Use Committees and to citizens at Public Workshops conducted January 12- 14, 1993. The alternatives recommended for implementation were then presented in summary form to the Aviation Advisory Board on February 18, 1993. Citizens had several opportunities to participate in four public workshops, through comment sheets, and in two special workshops to explain land acquisition practices of the City and FAA. The consultant also recommends that the City consider land acquisition, aviation easements and/or soundproofing to existing noise sensitive structures. Noise Program Update $100,000-$200,000/every 5 years The City's options include "no action" or selecting the "mix" of recommendations it deems best for its citizens. The last Public hearing is scheduled for the City Council meeting on March 2, 1993. After the hearing, the staff will forward an M&C to the City Council for your consideration to receive the noise study. After the FAA approves the Noise Exposure Contours, within six months, a pre-application for 90% FAA funding of the noise study may be submitted. The Aviation Board approved the alternatives recommended in the study at its February 18, 1993 meeting.
