SECOND AMENDMENT
TO
FORT WORTH CITY SECRETARY CONTRACT NO. 61399
This Second Amendment to Fort Worth City Secretary Contract No. 61399 ("First
Amendment') is made between the City of Fort Worth ("Fort Worth"), a municipal corporation
and Resource Data, Inc., ("Vendor").
WHEREAS, on May 13, 2024, Fort Worth and Vendor entered into an Agreement
identified as Fort Worth City Secretary Contract No. 61399 (the "Agreement'), under Texas
Department of Information Resources Cooperative Agreement DIR-CPO-4514,; and
WHEREAS, it is the collective desire of both Fort Worth and Vendor to amend the
Agreement to include the attached Scope of Work at no additional cost.
NOW THEREFORE, known by all these present, Fort Worth and Vendor, acting herein by
the through their duly authorized representatives, agree to the following terms, which amend the
Agreement as follows:

AMENDMENTS
1. The Agreement is hereby amended by adding the attached Scope of Work at no
additional cost using the existing City Secretary Contract 61399 under DIR-CPO-4514, attached
to this First Amendment, as Exhibit "A" of the Agreement.
2.
ALL OTHER TERMS SHALL REMAIN THE SAME
2. All other terms, provisions, conditions, covenants and recitals of the Agreement not
expressly amended herein shall remain in full force and effect.
3.
ELECTRONIC SIGNATURE
This Amendment may be executed in multiple counterparts, each of which shall be an
original and all of which shall constitute one and the same instrument. A facsimile copy or
computer image, such as a PDF or tiff image, or a signature, shall be treated as and shall have the
same effect as an original.

Ordinance Digitizing Scope of Work

Project Approach
Resource Data is working towards completion of digitizing the 241
city ordinances under our current contract. We are completing the
effort much faster than anticipated, which will leave a budget
surplus of approximately $30,000. The City of Fort Worth has
requested Resource Data use the remaining funds to jumpstart
digitizing the next 344 city ordinances. To help accomplish this task
in an efficient and cost-effective manner, Resource Data proposes a
time -boxing approach to digitizing each ordinance. The time -box
approach will comprise two phases:
Time -Box Approach Phase I
Resource Data estimates an average of three hours to read,
understand, and digitize an ordinance, as well as provide relevant
attributes data when it is readily available. If an ordinance is
completed in less than three hours, it will be flagged as completed
and Resource Data will move to the next ordinance. If the efforts to
digitize an ordinance exceed the allotted three hours or cannot
proceed due to data -availability issues, that ordinance will be
flagged for revisiting in Phase II of the Time -Box Approach.
The deliverables after Phase I will include
• An Excel table, hosted by Fort Worth in their SharePoint
environment, documenting all ordinances reviewed with the
following attributes:
o Status
o Confidence level for those that were successfully
completed
o Data sources
o Notes for records or portions that could not be
digitized

• A geodatabase with digitized features for all earmarked ordinances, which includes
the following:
o Polygons of successfully digitized ordinances
o Polylines of partially digitized ordinances requiring further guidance
o The data will be loaded from Resource Data's geodatabase into Fort Worth's
master geodatabase every Friday.
Both the Excel table and geodatabase will contain the following additional fields about
each digitized ordinance:
• Case number
• Ordinance number
• Date approved
• Acres
• Square miles
• Designation
• Type
• Addition
Time -Box Approach Phase II
Ordinances that were partially digitized or failed to be digitized or rejected by Fort Worth
due to low confidence levels will be moved to Phase II. Ordinances will remain in Phase II
until the City provides new information or additional data sources or asks Resource Data to
seek additional data sources to mitigate the data issues. Resource Data will continue
editing ordinances in Phase II as the budget allows.
Due to the unknowns associated with data availability, this iterative process as mentioned
above is cost effective and efficient; it affords Fort Worth the ability to quickly sift through
large numbers of ordinances, quickly digitizing those that have data readily available, and
at the same time, allowing management to make decisions on those that need additional
work or funds. This approach will also help Fort Worth identify which datasets are suitable
or otherwise to digitize each ordinance. Both phases will be wrapped in data -sourcing
activities and our standard project -management activities.
Estimated Cost and Rates
Upon completion of the 241 ordinances Resource Data will start on the next 344 city
ordinances. We will not complete all 344 ordinances under this effort; however, we will
jumpstart it using the remaining funds of approximately $30,000. We will complete as
many of the ordinances we can for these funds. All bill rates will remain as is under the
current contract.
